About the role The Senior Analyst is a key member of the Investment and Funding branch in the Budget, Finance and Investment Division. Within the Investment and Funding branch, the Funding Reform team has carriage of funding and accountability frameworks to support public investment across the health sector as a whole, with a focus on grant funding. In this role you will Apply policy concepts and tools and sound logic to provide high-level strategic, policy, budget and funding advice on a range of complex health issues to executives, central agencies, and Ministers; Use your excellent communication, negotiation and influencing skills to consult and liaise with key stakeholders, including negotiating with stakeholders that have competing interests and diverse perspectives, to enable the resolution of complex health sector funding policy issues; Demonstrate initiative and contribute at a high level to the team's strategic business planning and decision-making process to ensure a cohesive and collegiate approach to achieving team, divisional and departmental objectives; Be strongly focused on cultural safety by creating environments and relationships free from racism and discrimination so that people can feel safe, valued and able to participate. Use your strong analytical skills to present thoroughly researched and pragmatic solutions to complex stakeholder needs, especially in relation to government funding. About you The Department of Health is seeking a highly capable Senior Analyst to play a central role in advancing our funding reform agenda. This position provides the opportunity to shape complex policy issues that influence the performance, equity and sustainability of Victoria's health system. You will contribute strategic analysis, develop policy options and provide clear, evidence‑based recommendations that support government decision‑making. In this senior role, you will scan the policy environment to identify trends, risks and opportunities, and articulate the broader system impacts of proposed reforms. Your work will draw on a strong understanding of how natural and organisational systems interact, enabling you to diagnose challenges and conceptualise reforms that integrate effectively across programmes and stakeholder groups. You will work closely with internal and external partners, building constructive relationships and developing a nuanced understanding of stakeholder needs and organisational contexts. Using this insight, you will negotiate outcomes, gain support for ideas, and influence others through clear reasoning, strategic communication and well‑planned engagement. Your ability to build consensus—often through indirect or innovative approaches—will be key to progressing complex reform initiatives. Collaboration is essential. You will contribute to a positive, high‑performing team environment by sharing information openly, valuing diverse perspectives and helping to resolve issues constructively. You will also take a lead role in project management, guiding project design, tracking progress and managing risks to ensure objectives are delivered on time and to a high standard. Success in this role requires strong problem‑solving skills, the capacity to analyse issues from multiple viewpoints and the judgement to propose and implement workable, evidence‑based solutions. A bachelor's degree or higher in Finance / Economics / Public Policy (or a related field) will be well regarded. Experience in a public policy, economics, budgeting or analytical role, including providing complex strategic advice to senior management and stakeholders. Knowledge of the Victorian budget processes, health system funding and / or relevant departmental systems and environments is desirable. They will maintain close attention to detail, build trusted relationships across levels and functions, demonstrate sustained drive and high performance, and show resilience by staying composed, constructive and focused under pressure.
