About the role There are 2 opportunities available within this position. The Analyst will be a key member of the Investment and Funding or Budget and Revenue branch in the Budget, Finance and Investment Division. Within the Investment and Funding branch, the Funding Reform team has carriage of funding and accountability frameworks to support public investment across the health sector as a whole, with a focus on grant funding. Within the Budget and Revenue branch the Budget Strategy team manages the annual and multi‑year budget strategy for the department and oversees the development of the department's submissions to the State budget process. In this role you will Apply policy concepts and tools and sound logic to provide high‑level strategic, policy, budget and funding advice on a range of complex health issues to executives, central agencies, and Ministers; Use your excellent communication, negotiation and influencing skills to consult and liaise with key stakeholders, including negotiating with stakeholders that have competing interests and diverse perspectives, to enable the resolution of complex health sector funding policy issues; Use your strong analytical skills to present thoroughly researched and pragmatic solutions to complex stakeholder needs, especially in relation to government funding. Work effectively as a member of a team and enjoy working flexibly across a variety of issues and priorities, with a strong financial process; Demonstrate initiative and contribute at a high level to the team's strategic business planning and decision‑making process to ensure a cohesive and collegiate approach to achieving team, divisional and departmental objectives; Be strongly focused on cultural safety by creating environments and relationships free from racism and discrimination so that people can feel safe, valued and able to participate. About you The Department of Health is seeking a motivated Analyst to support our funding reform agenda. This role contributes to shaping policies that improve health outcomes for Victorians and strengthens the long‑term sustainability of our system. Working within a collaborative and fast‑paced environment, you will help develop evidence‑based advice, undertake research and analysis, and contribute to projects that guide future investment and reform. You will apply and interpret policy frameworks, draft clear and well‑reasoned documents, and consult with stakeholders to ensure advice is accurate, practical and aligned with departmental objectives. Success in this role requires a genuine interest in public policy and an ability to understand how different parts of a complex system interact. You will consider the broader, long‑term impacts of policy decisions and help ensure proposed reforms integrate effectively across programs and processes. Strong stakeholder management is essential. You will build productive working relationships, identify opportunities to add value, and respond constructively to concerns. You will also adapt your communication style to different audiences, anticipate objections, and use sound negotiation skills to promote ideas that meet shared goals. The position involves contributing to project planning and delivery, where you will help define objectives, track progress, and identify risks or issues that require attention. A methodical and solutions‑focused mindset will be important as you gather information, analyse problems from multiple perspectives, and implement and evaluate practical solutions. Mandatory A bachelor's degree or higher in Finance / Economics / Public Policy (or a related field) will be well regarded. Experience in a public policy, economics, budgeting or analytical role, including contributing to complex strategic advice to senior management and stakeholders. Knowledge of the Victorian budget processes, health system funding and / or relevant departmental systems and environments is desirable. On a personal level the candidate will be someone who is comfortable working with complex concepts, applies strong analytical and creative thinking, and makes sound, timely decisions even with incomplete information. They will show close attention to detail, demonstrate sustained drive and high performance, and display resilience by remaining composed, constructive and focused under pressure.
