Job Description Permanent Full-time $77,133.68 to $83,714.28 per annum plus Superannuation. The City Laws team promotes and protects safety and amenity outcomes and ensures that Council's statutory obligations under relevant Acts and Regulations are met through educational and regulatory frameworks by delivering essential animal management, illegal dumping, livestock control and local law services to the Hume community. What you’ll be doing: Detect breaches to legislation, establish facts through investigation and take appropriate action in accordance with legislative powers and Council requirements – including issuing legal directions, infringements, official warnings, and preparing materials for briefs of evidence for legal proceedings. Respond to community complaints/concerns in a timely manner, providing accurate advice and information in respect to legislative responsibilities and relevant Council policies and processes. Positively engage with community members and businesses to encourage voluntary compliance. Build the communities awareness and understanding of local laws, relevant acts and their requirements to assist them in meeting their responsibilities. Monitor and update Council’s service request management system. Accurately record actions taken in response to complaints/investigative outcomes. Collate high-quality evidence, prepare reports, take statements and prepare relevant materials for briefs of evidence. Seize and impound animals, goods, equipment and vehicles. Conduct regular inspections of permit holders and patrols of public places. Contribute to the planning and delivery of informational events, resources and engagement activities related to the local law, other Acts and regulations. Participate in the City Laws emergency after‑hours roster for dogs, cats, wandering stock, danger or nuisance issues and resolve such matters. Conduct school crossing supervisor duties when required. The skills and experience you’ll bring to the role: Ability to interact with other staff, the public and representatives of government and other external organisations in a way that achieves outcomes and instils confidence, respect, trust and cooperation. Exhibit courtesy and empathy when dealing with the public, listen and respond to enquiries and maintain composure during difficult interactions. Knowledge of local laws, other relevant legislation and associated procedures pertaining to enforcement action – including infringement issuing and prosecution proceedings. Experience delivering regulatory outcomes within the community at a face to face level. Demonstrated skills in the handling of a diverse range of animals including domestic pets and livestock. Ability to manage time, plan duties and prioritise whilst maintaining the flexibility to cope with urgent situations, independently and as a member of a team. Demonstrated well‑developed oral and written communication skills, including the ability to influence others to achieve positive outcomes and to prepare clear and concise written documentation (e.g. for later use in court proceedings). Ability to understand and effectively utilise current and available technology for investigations, enforcement and record‑keeping. Required Certifications & Qualifications: A Certificate IV in Statutory Compliance (Government) & Animal Control and Regulation And/or substantial experience working in law enforcement environment and/or animal management.
