Change Manager (Data) Our client, Department of Education, is seeking a Change Manager for an initial 18‑month contract within the EQIP Program. Key details: Initial 18‑month contract, possible extension, pay approx $980/day Location: Brisbane CBD with flexibility to work from home 2 days per week. Program Overview EQIP is a transformational, multi‑year program establishing DoE’s enterprise data platform and strengthening data governance to enable trusted, timely insights for schools, regions and corporate. Position Overview Drive the people‑side of change for the Enterprise Data Platform (EDP) and Data Governance roll‑out—shaping messages on privacy‑by‑design, approvals to copy vs use data, and new ways of working across central and federated data and analytics teams. Focus on adoption, behaviours and capability uplift so teams can safely and confidently onboard and use governed data. Tasks and Activities Develop a Change & Adoption Plan specific to EDP and Data Governance (roles, RACI). Coordinate onboarding communications (Source‑to‑Insight, ingestion approvals, use‑case approvals, stewards/custodians) with the wider EQIP Team. Create how‑to playbooks and concise guidance for analysts and product owners (e.g. “consuming governed data,” “retiring legacy reports”). Run targeted readiness sessions for branches/regions (quick‑win use cases, what stays local vs what centralises). Stand up a change champion network in key areas (Finance, HR, Infrastructure, Regions) to localise messages and surface issues early. Partner with Data Governance to embed glossary, definitions, and standards in communications; support rollout of Purview awareness (discovery vs data movement). Define and monitor adoption metrics (use of governed data products, retirement of shadow pipelines, training completion, sentiment). Provide ELT/Board updates on change risks, mitigations, and adoption progress; align with benefits realisation. Experience and Skills Change manager delivering large public‑sector or regulated‑industry programs with experience in data, analytics, or digital platform transformations. Demonstrated ability to translate complex change into plain English for executive and frontline audiences. Strong stakeholder engagement across executive and senior leadership, and unionised environments; confident preparing and/or facilitating workshops. Experience preparing material for ministerial/executive governance. Excellent writing, editing, and visual storytelling skills.
