Primary objective Implement environmental impact assessment of development proposals in accordance with the Environment Protection Act 2019 and Environment Protection Regulations 2020. Ensure the timely delivery of high‑quality environmental impact assessment services and provide related advice to government authorities, industry and the community. Develop, implement and review environmental protection policies and guidance to ensure consistency with best practice environmental management standards. Context statement The Environmental Assessment Unit conducts environmental impact assessment functions of the Northern Territory Environment Protection Authority (NT EPA). Key duties and responsibilities Manage and lead the work of the Environmental Assessment team. Provide high-level advice to the NT EPA and the Minister about environmental impact assessment recommendations for development projects in the Northern Territory, with a focus on new and emerging industries including renewable energy and critical minerals. Develop relationships with industry, government agencies and the community that build confidence in the environmental impact assessment process. Develop and implement responses to emerging NT and national environmental assessment and management issues. Contribute to reform of NT environmental impact assessment processes. Assess risks and potential environmental impacts of development proposals and make recommendations to the NT EPA on assessment decisions, environmental protection safeguards and standards that should be incorporated in conditions of approval consistent with best practice environmental management. Liaise with NT government agencies and development proponents to provide clear statutory advice and guidance on environmental impact assessment processes. Prepare and review briefings, reports and other material on environmental matters within required timeframes. Represent the Environment Division and the NT EPA by interacting and liaising effectively with proponents, government agencies, industry and consultants about development proposals. Selection criteria Essential Tertiary qualifications in environmental science or related field, from a recognised academic institution. Demonstrated understanding of the Environment Protection Act 2019 or similar environmental impact assessment legislation in other jurisdictions. High level oral and written communication skills, including proven research, analytical skills and experience in the preparation of briefings, policy discussion papers and technical impact assessment reports. Demonstrated ability to apply sound judgement and provide high level advice in relation to regulatory and legal issues to management, industry and the Minister. Demonstrated ability to manage projects, undertake tender evaluation and manage external contractors. High level negotiation and collaboration skills with the ability to relate complex issues in a manner suited to the target audience. Demonstrated leadership and team management skills and ability to effectively allocate resources to meet tight deadlines and conflicting priorities. Desirable Knowledge of regulatory regimes that impact on the business activities of other agencies and businesses.
