SCA Team Leader

Amentum is currently seeking an On-site Subcontracts (SCA) Team Lead in Alice Springs, Australia. The SCA Team Lead works with a team of subcontract professionals through the acquisition process of materials and services in support of a variety of programs and customers. The On-site SCA Team Lead is responsible for the subcontract function, procurement function, reporting on critical performance metrics of the functions, Capture support, supporting program transition efforts, and vendor performance management efforts. The On-site SCA Team Lead acts as an on-site liaison with program management, business operations, Projects & Construction and the Operations & Management teams. and will help with the following: Sourcing efforts for funded and unfunded service requirements and recommendations for acquisition approaches to program stakeholders and management. Researching and developing of new sources of supply and advise on new service offerings, subcontractor performance on other Amentum programs, and price trends. Engaging with business area leadership and subcontracts leadership to align organizational goals with operational needs. The SCA Team lead will be expected to liaise with on-site Management, sit in meetings with on-site Management, participate with site walks and relay relevant information to Subcontracts Admins and Subcontracts Management. Team Lead will work hand in hand with On-Site Management and other team lead in country for seamless integration on all Subcontracts. Principal Accountabilities: (Typical duties include the following, although specific duties vary by assignment or contract.) Perform duties as an authorized representative for the overall performance of all procurement and supply chain management functions within your purview. Act as a team leader to the on-site Subcontract Administrators. Review resources, procedures, and methods to improve operational effectiveness, utility, and efficiency. Recommend, develop, implement, establish, and enforce procedures to increase efficiency and improve cost effectiveness for department. Adhere to Amentum and Federal policies for the Acquisition of direct and indirect materials and services. Account for the compliance of procurement professionals being supervised. Account for the Small Business Supplier program’s performance regarding programs and procurement staff. Develop and administer data driven business rhythms to measure and report the effectiveness of the team. Provide Subcontract Agreement administration as needed. Exercise a high degree of independent judgment within generally defined processes and procedures in selecting methods or techniques for obtaining solutions. Ensure that budget, schedules, compliance, and performance requirements are met. Assist direct reports in using Subcontract tools such Costpoint, OnPoint, SAP, and others. Support monthly program reviews and strategy engagements with operational customers. Conduct regular meetings with direct reports and management to open communication of corporate initiatives and policy changes. Use attention to detail and organization skills to understand work problems and procedures and ensure accuracy of subcontracts and proposals. Review the work of others and able to detect errors or needed modifications. Ensures work products are accurate and complete. Direct the work of a diverse employee population assigned to the department. Assist with process improvements and seek opportunities for optimizing the procurement process. Responsible for the compliance of the Subcontract files and documentation within the National Security business area. Perform additional duties and projects assigned. Knowledge & Skills/Minimum Qualifications: Knowledge of Federal Acquisition Regulations; experience with import/export issues. A demonstrated commitment to sound financial management, efficiency, and the pursuit of established objectives. Strong organizational and interpersonal skills are necessary. Ability to develop and execute effective strategies is required. Progressive record of successful supply chain optimization, implementation of best industry practices, and change management. Experience with CPSR audits, FAR/DFAR regulations, and complying with ACO Consent processes. Experience administering and driving improvements to Subcontract Management metrics are required. Experience with Costpoint and SAP is preferred. Excellent organizational and time management skills Proficient written and verbal communication skills required for regular communication with Amentum management. Strong computer skills, specifically in Microsoft Word and Excel Additional knowledge/skills may be required by contract or assignment. Applicants must be an USA citizen who have a TS/SCI or Australian Citizen who currently has the appropriate level of security clearance. If selected 'continuous' employment is contingent upon employee obtaining TS/SCI with polygraph clearance level, as well as successfully clear all and any requirements to work on client’s site, to include obtaining a VISA, medical and psychological examinations. Experience & Education: Bachelor’s degree in business\Supply Chain Management or associated discipline. Four years’ experience in a related field can be substituted for each year of the four-year degree requirement. 7+ years’ experience in subcontract management with a broad technical understanding of programs of similar size and complexity. High level communication skills, detail orientation and the preparation of communications are critical to successful performance. Extensive knowledge of or experience in contracting with Government and/or major Defense contracts. Demonstrated knowledge of and experience utilizing Project Management principles. Extensive knowledge and understanding of contract law. ·Extensive experience with the negotiation and administration of contracts and supplier agreements. Working knowledge of word processing, database, spreadsheets, and integrated software applications are required. Experience in a high volume, global supply chain management environment. Physical Requirements/Working Environment Work is in a normal office environment to include walking around site. The expectation of this role is to be a team lead on site – bridging expectations from on site Management to Subcontracts Management and Subcontracts Admins and to complete all supply chain functions as required.
