Assistant Director, Capacity Investment Scheme Commercial Team Australian Department of Climate Change, Energy, the Environment and Water – Sydney, NSW $124,861 - $134,295 a year Posted 8 days ago, Department of Climate Change, Energy, the Environment and Water (DCCEEW) About the Department The Clean Energy and Investment Facilitation Division (CEIF) in the Department of Climate Change, Energy, the Environment and Water (DCCEEW) is responsible for delivering on the Australian Government’s commitment to deliver more reliable, affordable and low‑emissions energy for all Australians, through the national Capacity Investment Scheme (CIS). About the Capacity Investment Scheme The CIS involves the Australian Government seeking competitive tender bids for renewable capacity and clean dispatchable capacity projects to deliver an additional 40 GW of capacity by 2030, fill expected reliability gaps as ageing coal power stations exit, and deliver the 82 % renewable electricity target. The Government will provide revenue underwriting for successful CIS tender projects, with an agreed revenue 'floor' and 'ceiling', creating long‑term revenue safety‑nets that reduce financial risks for investors and encourage more investment where needed. The Role We are looking for experienced commercial advisers to develop and negotiate Capacity Investment Scheme Agreements (CISAs) with proponents that have been successful in CIS tenders. Help lead the delivery of components of the team’s work, particularly in relation to commercial analysis by collaborating with colleagues from across the department and external stakeholders. Work with key stakeholders across the Division, external legal and commercial advisers and the Tender Delivery Partner to design, negotiate and execute CIS Agreements. Develop recommendations for complex commercial issues in relation to CIS Agreements which balance protecting the Commonwealth’s interests while providing certainty and confidence for investment in renewable energy and dispatchable projects. Write clear and succinct analysis and policy advice and advise senior executives and the Minister on key decision points. Contribute to designing social licence policy setting to help build First Nations and community support to transition Australia’s electricity system toward a low‑carbon, renewable energy future. You will develop consultation, management, engagement and critical thinking capabilities, and enhance your commercial contract negotiation skills in the government sector. Qualifications Experience with the development of, or commercial operations of generation or storage assets in the National Electricity Market/Wholesale Electricity Market. Experience negotiating or valuing Power Purchase Agreements (PPAs) or commercial agreements relating to storage or variable renewable energy generation assets. Strong written and verbal communication skills with the ability to influence. Experience and expertise in one or more of the following: Commercial and financial analysis of energy generation or storage assets Design and implementation of Power Purchasing Agreements Stakeholder management Energy sector and/or infrastructure project development A proven ability to work as part of a team and lead work items for a small team. Ability to manage competing priorities and deadlines in a dynamic and flexible environment. An ability to think creatively and work constructively on complex problems, including under limited supervision. Ability to mentor and possibly supervise junior staff. Enthusiasm and eagerness to learn. Desirable qualifications Tertiary qualifications in commerce, finance, engineering, energy systems or law. Eligibility and other requirements Citizenship: To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen. Security Clearance: This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
