Victorian Infrastructure Delivery Authority (VIDA) VIDA is responsible for delivering the largest transport and health infrastructure program in Victorian history. This includes more than 200 projects such as the Metro Tunnel, North East Link, West Gate Tunnel, removing 110 level crossings, building new hospitals and upgrades to ambulance stations, specialist health services and early parenting centres. Led by the Director-General, VIDA is comprised of the four project offices - Victorian Health Building Authority, Major Road Projects Victoria, Level Crossing Removal Project and the Metro Tunnel Project.Role PurposeVHBA's Procurement team is in a period of significant growth following VHBA's transition into the VictorianInfrastructure Delivery Authority (VIDA). We provide support and technical advice across the organisationto ensure efficient and quality delivery of construction procurement as well as Goods and Servicesprocurement. This newly created role works alongside experienced Procurement professionals and is theperfect opportunity for someone with experience to step up in their career.

Victorian Health Building AuthorityThe Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government'smulti-billion-dollar health capital projects. Our diverse projects span the health, mental health and agedcare portfolios across metropolitan, regional and rural settings and ambulance branches across Victoria.VHBA also provides technical support across engineering, property, asset management andenvironmental sustainability disciplines. Our priority is to provide innovative and sustainable infrastructuresolutions that will ensure our health system meets the needs of all Victorians now and into the future.Key Accountabilities1. Work collaboratively with designated teams providing contracting and procurement services,technical advice and support, ensuring timely and responsive outcomes achieved.2. Effectively deliver a broad range of contract services compliant with Victorian GovernmentPurchasing Board, Ministerial Directions and Department of Transport (DOT) and VIDA ProcurementFramework guidelines, procedures and processes.3. Manage the preparation of procurement and delivery plans including, Strategic Procurement Plans,Probity Plans, Tender documentation and Contract Management documentation and negotiation.4. Provide contract management and administration functions to support G&S procurement.5. Coordination of tender documentation, tender evaluation, contact negotiation andaward of contracts including:

• Supporting the development and implementation of evaluation processes,criteria and documentation;

• Providing advice and support around establishing protocols and systems forbidding during various tender phases; and

• Support the facilitation and coordinate industry briefings.

6. Lead and maintain procurement data in contract management systems, establishing reportingrequirements to monitor progress against Key Performance Indicators.7. Initiate and maintain relationships with senior stakeholders and work collaboratively with project andcontract managers by providing responsive proactive procurement services, technical advice andensure compliance with VIDA Procurement Framework, Victorian Government Purchasing Board(VGPB), DTP guidelines and government policies (e.g. Local Jobs First & Recycle First)8.
