Scrum Master/Technical Business Analyst

We are seeking a Scrum Master to drive delivery within the Risk Remediation Program—a strategic initiative to modernise core applications and databases, enabling the retirement of legacy platforms. This role requires a hands‑on delivery leader with strong technical acumen and practical Agile experience. The successful candidate will balance facilitation with execution—removing blockers, maintaining delivery velocity and ensuring clear alignment between the delivery teams, solution architects and business stakeholders. You will coordinate Jira boards, ensure visibility of milestones and dependencies and support technical delivery teams in adopting modern integration, cloud and data patterns. Your key duties and responsibilities in this role you will: Lead agile delivery across multiple workstreams with a pragmatic, outcome focused approach, keeping teams aligned and informed, and moving forward without over burdening with ceremony. Partner with solution architects and technical leads to ensure delivery aligns with target architectures, integration strategies and cloud transformation objectives. Maintain and optimise Jira and Confluence structures for tracking progress, risks, dependencies and deliverables. Facilitate technical discussions, sprint planning and retrospectives with a focus on continuous improvement and measurable outcomes. Collaborate with business analysts and technical SMEs to clarify scope, dependencies and technical requirements. Identify delivery risks early and proactively drive resolution through effective coordination and prioritisation. Support the documentation and tracking of integration patterns, platform migrations and system interoperability. Ensure delivery artefacts are current, relevant and traceable to program objectives. Provide coaching and guidance to team members in Agile practices that enhance productivity and technical quality. Essential Skills & Experience Proven experience as a Scrum Master or Delivery Lead within complex enterprise IT or transformation environments. Strong technical background or prior experience as a Technical Business Analyst, Systems Analyst or Developer. Demonstrated understanding of integration architectures including API-based and event-driven models. Experience with Azure Cloud Services, including API Management (APIM) and preferably Confluent Kafka. Familiarity with modern data platforms (e.g. PostgreSQL, Azure data services) and migration of legacy technologies. Expertise with Jira and Confluence for delivery coordination, workflow management and documentation. Experience working within structured governance and risk frameworks in large public sector or regulated environments. Excellent communication and stakeholder management skills with the ability to engage both technical and non technical audiences. Proven ability to manage delivery sequencing, dependencies and team capacity to meet program milestones. Desirable Skills Experience in spatial data systems or geospatial technologies. Exposure to AWS alongside Azure. Familiarity with process modelling tools such as Signavio. Understanding of enterprise security, data governance, and compliance frameworks. #J-18808-Ljbffr
