The Opportunity Due to business growth, a newly created leadership opportunity now exists for an experienced People & Capability Manager to join the organisation’s Corporate Services team. This role is responsible for shaping and leading all People & Culture functions -including workforce planning, recruitment, performance, learning and development, wellbeing, cultural capability, WHS, and organisational development – while ensuring organisational compliance, quality standards, and contract delivery. You will work closely with the CEO, senior leaders, and program managers to build a values-driven, culturally grounded, high-performing workforce. A key focus of this role is ensuring operational alignment with HSQF, Child Safety and Youth Justice standards, and internal operating standards, risk frameworks, audits, and reporting requirements. This position plays a pivotal role in supporting the organisation’s growth, strengthening its impact, and delivering culturally safe services to the community. Key Responsibilities Lead the development and implementation of a People & Capability strategy aligned with organisational values and community priorities. Oversee recruitment, onboarding, workforce planning and HR systems to ensure a skilled and culturally capable workforce. Provide expert advice to the CEO, Board and leadership teams on workforce needs, trends, risks and opportunities. Drive staff development, including professional development, cultural capability training and leadership programs. Manage performance frameworks, employee relations, conflict resolution and complex HR matters with guidance from external HR supports. Lead wellbeing, WHS and staff safety initiatives, ensuring compliance with legislation and internal policies. Foster a positive, collaborative and culturally safe organisational culture with strong staff engagement and retention. Ensure compliance with Fair Work, NES, awards (including SCHADS), child safety obligations and funding requirements. Prepare high-level workforce reporting for the CEO and Board and support external audits. Champion organisational values, cultural respect and ethical leadership across all programs. Role Requirements Tertiary qualifications (minimum Cert IV) in Human Resources, Organisational Development, Business or a related field. Previous Experience in a senior HR/People & Culture role, preferably within a not for profit organisation. Previous experience within compliance and auditing. Strong capability in employee relations, performance management, workforce development and HR compliance. High-level knowledge of Fair Work Act, NES, awards (including SCHADS) and WHS requirements. Demonstrated ability to embed culturally safe and inclusive practices. Excellent communication, negotiation and conflict resolution skills. Experience delivering or supporting culturally responsive training. Strong IT capability, including HRIS, CRMs and Microsoft Office Suite. Experience in the not-for-profit or community sector. Experience working with Aboriginal and Torres Strait Islander or culturally and linguistically diverse communities. Understanding (or willingness to rapidly learn) of program compliance requirements. Experience with organisational change, project management and continuous improvement. Probity Requirements Current QLD Driver Licence Possession of, or ability to obtain, a ‘Positive Notice’ Blue Card (Working with Children Check). First Aid and CPR certification, or willingness to obtain (the employer will cover this cost). Willingness to undergo a National Police and Criminal History Check (the employer will cover this cost).
