Program Manager

Program Managers form an integral part of the Executive Leadership Team, working with the CEO and supporting the Board to help lead economic, social and cultural development for the Torres Strait region. These critical roles have a broad remit with opportunity to make tangible differences with Torres Strait Islanders and Aboriginal people now and for future generations. As a Program Manager you will be responsible for leading your team to effectively implement your program. You will also work collaboratively with other Program Managers, Corporate Services Manager, and the Chief Financial Officer to ensure integration between projects and programs to deliver on the Torres Strait Development Plan. Program Managers must be flexible and respond to a rapidly changing context. You may be expected to take leadership of other programs or be moved to lead different programs at the direction of the CEO. Current Program Manager Vacancies Culture Arts and Heritage This program advocates, delivers and supports initiatives aimed at strengthening the region's sustainability and growth in the cultural maintenance and arts industry, including: Traditional languages preservation Creative Arts Industry Development Conservation and repatriation Art centre support - Erub Arts, Badu Arts and Moa Arts Management of the Gab Titui Cultural Centre Healthy and Safe Communities This program enables grants, policies and partnerships to improve health and wellbeing, as well supporting safe and respectful Torres Strait Islander and Aboriginal families and individuals residing in the Torres Strait region. Governance and Leadership This program provides high-level administrative support for the TSRA Board, Chairperson and CEO. It is the lead program with responsibility for oversight of projects and initiatives focused on effective and transparent self-governance for the region, along with media and communications, as well as inter-governmental coordination of policy and service delivery. The key duties of the position include Program Manager responsibilities vary and may include below key deliverables: Program Delivery Lead program development, including support across all programs. Manage and monitor delivery of program outcomes, including identifying opportunities to improve program outcomes and make recommendations for business improvements. Ensure activities recognise and respect the unique Ailan Kastom of the Torres Strait. Resource and risk management Manage program budget and resources to achieve cost effective outcomes - including by coordinating with other Program Managers to maximise organisational resources. Manage issues and risks, escalating any risks of a strategic nature to the CEO. Relationships with clients and stakeholders Negotiate within the TSRA and across whole of government and/or single agencies to develop solutions and resolve program-related issues before or as they arise. Develop and maintain strong relationships with clients through open communication to identify and resolve of program-related issues. Represent TSRA at executive level and multi-agency / cross-government forums to report on progress of programs, identify opportunities for integrated service delivery and promote the organisation's capabilities. Learning, people and culture Foster a collaborative team environment open to feedback and shared learnings to support continuous improvement across project management and service delivery. Foster strong relationships across the organisation to deliver projects and grow staff capacity. Develop and support staff to realise their potential while achieving TSRA's vision and objectives. Implement processes, reporting systems and policies for growth, productivity and efficiencies. Governance Participate in key leadership groups including TSRA Program Steering Committee. Identify, discuss and manage matters across programs in a collaborative manner. Determine appropriate models for project delivery including where necessary, project advisory bodies which may include external stakeholders where appropriate.
