The FAD Program was established to enable the AEC to implement and administer legislative amendments to the Commonwealth Funding and Disclosure Scheme (the Scheme) as set out in Part XX of the Commonwealth Electoral Act 1918 (Electoral Act) to increase transparency and accountability in Australia’s electoral system. The FAD Program is made up of three branches – the Program Management Office Branch, the Policy, Engagement and Design Branch, and the Technology Delivery Branch – that will work together to uplift the AEC’s regulatory capability and capacity; and design, build and implement a new agile ICT system to support the Scheme. You will operate in a fast paced, dynamic environment, working directly to the Senior Responsible Officer (SRO) and ensuring that strategic objectives are met. The Opportunities The Technology delivery stream is responsible for building, refining and deploying the ICT solution in partnership with external delivery vendors and internal delivery teams. This includes functional and non-functional testing, user acceptance testing, and deployment activities. This stream provides technical expertise across multiple disciplines (including architecture, security, Azure cloud, Azure DevOps, ServiceNow, enterprise integration, and infrastructure) and acts as an IT enabler for the Program ensuring that the ICT solution is efficiently designed, secure, integrated and deployed. The AEC is seeking multiple collaboratives, self-motivated and results driven Assistant Directors to join the Solution Management Team, Delivery Management and Support Team, Delivery Assurance and Build Quality Team and Systems and Platforms Team. To excel you’ll have: Demonstrated experience supporting large-scale business, ICT change programs and/or regulatory reform in the Australian Government context. Highly developed ability to build, manage and maintain relationships with a broad range of internal and external stakeholders and communicate with influence, whilst engaging professionally to resolve conflict and manage sensitivities. Ability to manage high-performing teams to achieve strategic and operational goals within a complex public sector environment. This includes working under limited direction to manage a team of staff. Ability to effectively identify and manage complex risks in a dynamic and multi-faceted environment. Ability to achieve results in a fast-paced, high-pressure environment and within legislative and policy frameworks. Highly developed interpersonal, communication and negotiation skills. Solution Management Team The Solution Management Team defines and manages the technical architecture and overall solution vision for the ICT deliverables of the FAD Reform Program. The team includes program architects, solution architects and technical analysts. Desirable requirements for someone joining the Solution Management Team: Ability to influence, negotiate, and resolve complex issues, ensuring consensus and buy-in for technical decisions. Ability to clearly articulate complex technical concepts through written reports, presentations, and formal documentation. Experience contributing to and operating within technical governance frameworks, including architecture boards, design authorities, and assurance processes. Delivery Management and Support Team The Delivery Management & Support (DMS) and Multi-disciplinary Team (MDT) play a key role in delivering essential components of the FAD Reform Program’s ICT solution. The DMS team works closely with the vendor to oversee solution delivery, while MDT 1 is responsible for in-house development activities. Desirable requirements for someone joining the Delivery Management and Support Team. Experience preparing high-level reports, dashboards, and briefings for senior executives. Demonstrated ability to apply agile, waterfall, or hybrid methodologies to manage timelines, risks, and resources. Experience managing risks, resolving issues collaboratively, and ensuring vendors align with strategic objectives and compliance standards. Ability to provide leadership and oversight across multiple concurrent ICT projects, ensuring they are delivered on time, within scope, and to quality standards. Assurance and Build Quality Team The Delivery Assurance and Build Quality team applies the AEC Quality Management System (QMS) to the FAD Reform Program’s technology products. We execute First Line assurance functions, including design assurance, security compliance, and testing; to ensure that technology products fulfill program and enterprise objectives. Desirable requirements for someone joining the Assurance and Build Quality Team. Sound understanding of quality management systems (QMS) and experience in QMS implementation in large scale project and/or operations contexts. Experience in a project management role, or an equivalent operations leadership role; and Understanding of one or more formal methodologies, standards and processes that support project management, operations and/or quality management (such as SAFe, ITIL, PMBoK, PRINCE) and their use in a government context. Systems and Platforms Team The Systems and Platforms team builds and supports the foundation that powers the FAD application. We create and maintain the environments it runs on (Development to Production), enable integration with other systems, and provide skilled developers (.NET, ServiceNow) to deliver FAD requirements. All of this is guided by our architecture team comprising of Solution, Integration, Data and ServiceNow Architects to ensure alignment with approved design patterns and AEC standards. Desirable requirements for someone joining the Systems and Platforms Team. Experience with workforce management to support current and future demands. Experience with managing budgets and forecasting expenditure against budget. Experience with project governance and report, using DevOps as translating into formats applicable to the audience.
