Background:
As part of the OSCE Project Promotion of Rule of Law and Administration of Justice, the OSCE Programme Office in Bishkek (POiB) will continue to support the host States initiatives in promoting fair trial rights, building on the established successful co-operation with the Supreme Court of the Kyrgyz Republic (SC). In , the POIB supported trial monitoring of court cases within administrative justice, focusing on womens rights, specifically in matters of divorce, custody, and related issues. A comprehensive report was produced with findings and recommendations. Building on this work, there is a need to develop a manual/guideline for legal practitioners to enhance their understanding and application of womens rights in administrative justice. Thus, the project will support the Supreme Court in the development of a manual/guideline.
Objective of Assignment:
The national expert is responsible for drafting comprehensive and practical manual/guideline for legal practitioners. This document will be based on the POiB Trial Monitoring report and will aim to improve the protection and enforcement of womens rights in cases related to divorce, custody, and other relevant matters within administrative justice. The expert will work under Result 2 Promotion of fair trial rights through independent trial monitoring., Activity Supporting the judiciary in developing the practical manual on specific areas of criminal justice legislation.

Tasks and Responsibilities:
Under the overall supervision of the National Rule of Law Officer and Head of the Human Dimension Department, the successful candidate will be tasked with the following duties:
Thoroughly review the POiB Trial Monitoring report and any other relevant materials, identifying key findings, recommendations, and best practices highlighted in the report.Conduct consultations with key stakeholders, including legal practitioners (public defenders, prosecutors), womens rights organizations, and judicial authorities, to understand their needs and expectations for the manual/guideline. Identify gaps and challenges faced by legal practitioners in handling cases related to womens rights within administrative justice.Draft a comprehensive manual/guideline that includes practical advice, best practices, and detailed procedures for handling cases related to womens rights in administrative justice. Ensure that the content is accessible, practical, and user-friendly for legal practitioners and incorporate relevant legal frameworks, case studies, and procedural checklists.Organize a meeting/presentation/workshop with key stakeholders to present the draft manual/guideline and collect feedback. Incorporate necessary revisions to ensure the manual/guideline meets the needs of the target audience.Finalize the manual/guideline, incorporating all feedback, and ensure it is ready for dissemination.Provide a report on the work done, including key findings, challenges, and recommendations for future work.

Necessary Qualifications:
University degree in Law or Human Rights;Minimum of 5 years of professional experience in legal practice, particularly in womens rights;Proven experience in consulting and drafting manuals/guidelines, or similar documents, particularly for legal practitioners;Strong understanding of legal and procedural aspects of womens rights issues;Excellent research, writing, and communication skills;Ability to work collaboratively with diverse stakeholders;Fluency in Kyrgyz and Russian;Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;Flexibility, ability to work under minimal supervision and deliver against tight deadlines.Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
