This position is located in the Crime Prevention and Criminal Justice Section (CPCJS), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will report directly to the Crime Prevention and Criminal Justice Officer who acts as the Team Leader, End Violence against Children and will work under the overall guidance and supervision of the Chief of the Crime Prevention and Criminal Justice Section. Responsibilities

Within assigned authority, the Crime Prevention and Criminal Justice Officer will provide support in the implementation of projects and activities in the End Violence against Children portfolio. In particular, the incumbent will be responsible for the following specific duties: • Provide substantive support on child rights and child justice for the conceptualization and delivery of activities, with a view to supporting measures aimed to prevent and respond to violence against children including by terrorist and violent extremist groups, in compliance with international law. • Contribute to the implementation of the project activities, by assisting in the preparation and delivery of missions, as requested, by providing input to workplans, reports, and relevant documents. • Provide substantive and operational support to activities necessary for the review of legal and policy frameworks to prevent and respond to violence against children including by terrorist and violent extremist groups, with focus on Indonesia, Iraq, Nigeria and selected French speaking countries from West Africa. • Contribute to the development of training tools and to the delivery of capacity-building activities to strengthen the capacities of professionals to prevent and respond to violence against children including that by terrorist and violent extremist groups. • Draft policy guidelines, practical tools and research papers on violence against children in the field of crime prevention and criminal justice, including on the protection of children from terrorism and violent extremism. • Provide substantive support to consultative and other meetings including roundtables, trainings, conferences and workshops, by proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Participate in or support field missions, including through the preparation of relevant work material; provision of guidance to external consultants, government officials and other parties; drafting of mission reports; and ensuring follow-up action. • Contribute to the preparation of costed workplans, monitoring of project expenditures, support to procurement processes, elaboration of Terms of Reference (ToR) and other documents necessary to the proper functioning of the End Violence against Children team. • Contribute to the organization and substantive servicing of the Commission on Crime Prevention and Criminal Justice, ECOSOC, General Assembly and other legislative and technical bodies as well as their subsidiary bodies, Workshops, Meetings and Conferences on topics related to violence against children and protection of children including from terrorism and violent extremism. • Assist in the ongoing monitoring and evaluation of projects by collecting relevant data on project implementation, drafting reports and supporting follow-up activities, as requested. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Has knowledge of policies and practices in international crime prevention, as well as the relevant mandates of the United Nations Office on Drugs and Crime (UNODC). Has knowledge of criminal justice, law enforcement with very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Has good analytical, planning, and organizational skills. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. Education

Advanced university degree (Master’s degree or equivalent) in international law or security is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional work experience in implementing projects and activities, including developing training tools and delivering training activities in multiple partner countries, in the field of crime prevention and criminal justice is required. Experience of developing and coordinating monitoring and evaluation systems across multiple projects including those related to youth participation is required. Experience of contributing to the development of new international standards in the field of crime prevention and criminal justice is required. Experience of carrying out research in the field of crime prevention and criminal justice with adequate focus on gender is desirable. Working experience with the United Nations system or similar international organization in the area of crime prevention and criminal justice is desirable. Experience in data analytics or related area is desirable.




Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another United Nations official language is an advantage.
