The individual contractor will carry out the specific deliverables under the direct supervision of the Crime Prevention and Criminal Justice Officer and under overall supervision of the Chief of TSS/CEB and in close consultation with other relevant staff.
Payments will be made on a monthly basis, based on actual days worked.
Payments are to be released based on satisfactory completion of tasks, as evaluated by the Crime Prevention and Criminal Justice Officer.
The specific deliverables will be discussed and agreed at the beginning of each month.All the outputs should meet the satisfaction of UNODC, as assessed by the Crime Prevention and Criminal Justice Officer, according to the following indicators:
- Quality of the service provided;
- Timeliness of delivery;
- Technical competence;
- Cooperation with GRACE and TSS/CEB team;
- Cooperation with project partners.

Background of the assignment:
The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Corruption (UNCAC), the only legally binding universal anti-corruption instrument.
The Convention's far-reaching approach and the mandatory character of many of its provisions makes it a unique tool for developing a comprehensive response to a global problem.
UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders.
Moreover, UNODC possesses substantial experience in developing technical tools, and disseminating and facilitating exchange of good practices in the fight against corruption.
In December 2021, UNODC launched the Global Resource for Anti-Corruption Education and Youth Empowerment (GRACE) initiative to promote further the role of education and youth empowerment in preventing and countering corruption.
Under the GRACE initiative, UNODC aims to help today's youth become the integrity leaders of tomorrow by equipping them with skills and mindsets required to promote transparency, accountability and integrity within their communities.
As part of the GRACE initiative, UNODC launched the Coding4integrity hackathon series, which aims to seize the energy and potential of youth to innovate and develop technological solutions for corruption-related problems that affect their communities.
Hackathons are programmes that stand between digital innovation and social entrepreneurship.They provide an opportunity for young people to enhance their knowledge on corruption-related topics and strengthen their social, leadership and technical skills.
In this regard, GRACE engages with a rich network of partners, from both the public and private sectors to provide a well-rounded and meaningful experience to all young coders, as well as a possibility to see their tech-based solutions being developed and potentially adopted by varied stakeholders.
In this context, UNODC is seeking an individual contractor who will support the organization of the 1st Arab Youth Anti-Corruption Hackathon to be held in Qatar in September 2023.
Specific tasks to be performed by the individual contractor:
Under the direct supervision of the Crime Prevention and Criminal Justice Officer, other relevant staff of the Section, and under overall supervision of the Chief, Thematic Support Section, Corruption and Economic Crime Branch, the individual contractor will perform the following tasks:
B. Support technical planning and cooperation activities with local partners, including mapping and establishing partnerships with technology partners;
C. Contribute to the preparation of various written outputs, e.g. agenda, guidelines for mentors, participants and jury members, webstories and reports relevant to the implementation of the project;
D. Contribute to the preparation of training materials for participants;
E. Provide regular technical advice on operational matters relating to the implementation of the project;
F. Support the organization of the online training and in-person coding competition;
G. Support technical mentors in the delivery of their technical tasks;
H. Monitor and support the participants in the development of their technical solutions;
I. Support the drafting of a technical report on winning technical projects, including focus on sustainability of the projects.
At all times, the individual contractor shall provide to UNODC access to intermediate products under the individual contract arrangement.
