***: HIAS seeks a Human Resources Manager to support all HR processes and functions in RSC operations. This role will report to the Head of Program Support and will guide and manage the overall provision of HR services, policies and procedures, and support the RSC in maximizing staff performance and engagement.

ESSENTIAL FUNCTIONS:

  • Oversee HR functions for RSC Austria focused mostly on the main office in Austria, but also the suboffices in Israel and Croatia by working closely with the HR support positions in those countries
  • Onboarding & exit processes for staff; Address matters such as succession planning and key employee retention with RSC Leadership.
  • Create and maintain work policies that are in line with law and are customized to organizational needs.
  • Staff development: Identify training needs and define the most appropriate way of addressing them; Source training providers (which can include training firms and other RSC and HIAS offices) and, where appropriate, design and deliver training fitforpurpose training material; Manage the training budget.
  • Employee relations: Handle incidents discreetly, in line with organizational policies and values, and in a way that builds trust in the organization and its leadership.
  • Performance Management: Ensure that the performance management system achieves its aims, revising as appropriate.
  • Manage all data entry, time keeping and employee files through various HR systems.
  • Manage and review payroll records while maintaining employee data in a secure and efficient manner.
  • Provide information monthly to the Finance and Accounting Manager to ensure payroll, social security and benefits are accurate.
  • Create and maintain employee communications (including Staff Handbook) that promote organizational effectiveness and staff engagement.
  • Take the lead on salary and benefit reviews in coordination with the Head of Program Support.
  • Ensure that all actions relating to people are carried out with the knowledge of employment law and risks from a regulatory and organizational point of view.
  • Make sure staff data is managed and maintained professionally and in accordance with data protection regulations.
  • Prepare periodic reports for HIAS Global Headquarters and RSC Leadership, as necessary or requested.
  • Ensure that HR Standard Operating Procedures (SOPs) are fit for purpose, uptodate and accessible.
  • Oversee and manage the work of the HR staff, managing performance and encouraging ongoing development.
  • Identify opportunities for improvement in the operation of the HR function.
  • Keep uptodate with external HR best practices.
  • Support Managers in setting and managing action & development plans.
  • Coach, train and support staff as necessary, including designing, organizing and leading training workshops, along with the appropriate training material.

QUALIFICATIONS & REQUIREMENTS:

  • Extensive HR generalist experience, including resourcing, employment law, compensation, organizational planning and development, employee relations, and training and development.
  • Deep understanding of Austrian labor law, knowledge of Croatian or Israeli labor law is an advantage.
  • Knowledge and experience of maintaining employment records in accordance with GDPR.
  • 47 years of experience in a professional environment, with experience in Human Resources, Nonprofit Management or Operations preferred

  • Proven experience in discerning in HR functions with the ability to know when to escalate and when preventative action is necessary to avoid a likely future issue.
  • Professional fluency in English required, German strongly preferred.
  • Accountable, mature and responsible; ability to operate in compliance with organizational rules and regulations.
  • Proven experience in managing HRIS systems, Payroll systems, confidential and time sensitive data.
  • Has a mature and credible management approach.
  • Makes practical and pragmatic recommendations to resolve problems arising in the workplace.
  • Deep understanding of the Standard Operating Procedures (SOPs) within the Unit.
  • Proven ability to design and deliver fitforpurpose training events.
