The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.


The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.


The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability.


The OSCE's role is twofold:
a) to monitor economic and environmental developments among participating States, and alert them to any threat of instability, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

Tasks and Responsibilities:

Under the supervision of the Senior Economic Officer, as Economic Affairs Officer, you will perform the following functions:
Supporting and co-ordinating OSCE activities in relation to the economic dimension of security, particularly in the areas of migration management, human capital development and economic and business development including gender aspects;
Analysing national and international trends, relevant policies and programmes in these areas to identify priorities, develop and implement regional activities and projects in the areas of labour migration management and economic and business development;
Developing budget proposals, monitoring expenditures in relation to activities, and preparing project reports;
Assisting participating States and OSCE field operations in developing national activities that promote and support capacity building in labour migration management;
Organizing meetings, technical seminars, and conferences in these areas to support information sharing, good practice dissemination and exchange of lessons learned; handling technical and logístical arrangements, partner co-ordination, drafting of agendas, briefs, speeches and meeting reports, and compiling background information and presentations;
Preparing briefing papers and reports, and drafting speeches and statements to be delivered by the senior management, the Secretary General and representatives of the Chairmanship-in-Office on these issues and other relevant areas as required;
Assisting in preparing annual reports, action plans, information sheets and public communications related to these activities;
Assisting in fund raising from delegations, international organizations or other donors and preparing the necessary internal submissions for funding arrangement; reporting on the disbursement of the funds;
Developing and maintaining contacts with the OSCE delegations and the OSCE Partners for Co-operation, with OSCE Institutions and departments and field operations in order to draw upon their expertise; providing advice, identifying partners, avoiding overlap and ensuring co-operation and co-ordination;

Establishing and maintaining working relations with partners from other international organizations, sub-regional initiatives, NGOs and business groupings for implementation of joint activities, information sharing and avoidance of duplication.

Providing inputs to the Economic and Environmental Forum process and to its follow-up activities;
Performing other related duties as required.

Necessary Qualifications:

First-level university degree in economics and/or business administration, international relations, political science or international law, with a focus on migration management and/or human capital development issues;
A minimum of six years of professional experience, with significant experience at the international level;
Work experience in project development and management;
Understanding of and experience in security-related economic governance issues, in particular regional economic co-operation, migration management and human capital development issues;
Experience in carrying out analysis and conceptualization;
Professional fluency in English, with excellent written and oral communication skills;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks
