About the Role

Full Time - Fixed Term until 30/6/2026

 
The Specialist IT Sourcing position is responsible to provide support and advice for procurement of IT products and services across the DTP while ensuring appropriate procurement approaches are in place including probity requirements and financial authorisations as set out in the DTP procurement policy and the Victorian Government Purchasing Board (VGPB) guidelines.


We are seeking a knowledgeable and skilled Specialist IT Sourcing professional who can navigate the intricacies of DTP and government procurement guidelines, including VGPB Panels. The ideal candidate will excel in planning and executing sourcing initiatives while effectively managing competing priorities and collaborating with stakeholders throughout the procurement lifecycle. Strong negotiation skills are crucial to achieving successful sourcing outcomes while aligning with customer needs and broader guidelines. The ability to drive continuous improvement and enhance the value proposition for DTP through market engagement is essential. The role requires independent judgment, policy development, and decision-making within project scope. Additionally, the candidate should possess personal attributes of teamwork, adaptability, and the ability to collaborate across teams.


Position Outcomes / Accountabilities 

• Exercise professional independent judgment to provide sound sourcing advice for IT initiatives while ensuring alignment with relevant procurement policies, probity requirements, authorisations and guidelines as set out in the DTP procurement policy and the VGPB guidelines.
• Apply competence in procurement and proven ability to plan and execute multiple initiatives from start through to the contract award efficiently in accordance with VGPB and DTP procurement policies and proactively manage end to end sourcing outcomes.
• Negotiate with and influence stakeholders to gather and understand client IT sourcing requirements, raise awareness of procurement processes, ensure compliance with relevant policies and practices to improve overall outcomes. • Apply competence to manage IT and other DTP business areas to procure IT goods and service through Whole of Victorian Government supply panels and State Purchase Contracts.
• Contribute to the development of and changes to policies and procedures relating to IT sourcing ensuring clear guidelines are in place for procurement of IT goods and services.
• Develop relationships to effectively negotiate with and influence key stakeholders to improve understanding and awareness of the value provided by IT sourcing function and ensure agile delivery of outcomes in line with customer's expectations.
• Provide effective leadership, people management and support to the team members while ensuing staff are engaged with high levels of cohesion and commitment and are delivering on the services required.
• Promote and support safe, inclusive, and flexible team operations.

Qualifications and Experience


Mandatory
 • Tertiary qualification relevant to the capabilities of the role.

Desirable
• Extensive relevant experience within large and functionally complex organisations especially in IT sourcing and market engagement disciplines. 
• Understanding or have knowledge of the DTP and/or Victorian Government Purchasing Board Policy and Guidelines.
• Experience in the development and implementation of procurement policy frameworks.
