Job Description

About the Role

Reporting to a Development Director, Precincts, the Senior Project Manager works proactively and cooperatively to resolve project issues and provide high level authoritative advice and leadership on a range of project management issues.
This project will require the SPM to assist with the delivery of Civic works as they are entering their delivery phase and we are seeking an experienced and passionate Senior Project Manager to support the team bring this project to life.

Key Accountabilities

  • Represent Development Victoria and manage the performance of a large industrial construction and subdivision project through effective project management of contractors and consultants, meeting all time, cost, and quality milestones to deliver project outcomes. 
  • Lead and manage the performance of a small team of project management staff and/or contractors and consultants in the effective delivery and management of a project to meet all time, cost and quality milestones to deliver project outcomes.
  • Provide proactive and authoritative policy and strategic advice to project governance groups, both verbally and through clear and concise written project reports and briefs, in relation to the project.
  • Provide high level authoritative advice in relation to the different methods of procurement and project management.
  • Develop and maintain complex project schedules; scope and estimate costs; prepare cost plans, risk assessments and management plans; undertake project formulation including scope planning, budgeting and programming; and develop consultant and design briefs / directions as required and manage subsequent engagements.
  • Foster and develop relationships with key project stakeholders at senior levels across all sectors of government and industry, and have demonstrated ability in influencing senior stakeholders. 
  • Contribute to a team culture that seeks to foster autonomy and provides an environment where ideas can be tabled, discussed and challenged openly and without judgement to achieve best for project outcomes. 
  • Taking care of their own health and safety and that of others who may be affected by Development Victoria’s operations.

About You

  • Demonstrated experience in project management on complex, large-scale industrial construction and subdivision projects, with proven skills in site based management and oversight of contractors (in particular tier 1 & 2 contractors) to deliver project outcomes within specific timelines.
  • A sound understanding of construction contracts, contract administration processes, commercial analysis and cost management, and the ability to provide authoritative advice on these issues.
  • Demonstrated capability in working effectively and collaboratively with a superintendent. 
  • Demonstrated ability in government construction project (or similar) with robust policy and governance requirements.
  • Experience in construction environments, including the implementation of construction processes and understanding of construction methodologies. 
  • A demonstrated understanding of managing design development processes for large-scale projects.
  • Demonstrated skills in conducting complex feasibility studies and/or evaluating proposals from a commercial perspective.
  • Demonstrated experience fostering collaborative teams to achieve high quality outcomes.
  • Demonstrated ability to act with a high degree of autonomy in the achievement of desired project outcomes.
  • Strong capacity to foster and develop relationships with key stakeholders at senior levels across all sectors of government and industry, together with the ability to make judgements about and articulate issues at senior levels, and influence key stakeholders.
  • Demonstrated high level interpersonal and written communication, consultation and negotiation skills.
