The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 1 Assistant Director, ESS Site Services within Digital Customer Services Branch. DPS has over 1,000 staff and provides a diverse range of services and functions to support the Australian Parliament and custodianship of Australian Parliament House (APH). These services and functions include but are not limited to, physical security; reporting and broadcasting; library and research services catering; visitor and art services; and the provision of ICT equipment and services at both APH and at Electorate Offices Australia-wide.

The ESS Site Services Assistant Director plays a critical role in ensuring the safety and security of building occupants at Parliament House. The position will be responsible for setting a maintenance program across the lifecycle of electronic security assets to meet regulatory and availability requirements. The position will lead a team of electronic security technicians supplemented by contracted service providers as required to ensure consistent delivery to these requirements. The Assistant Director will also play a key role in delivery of the electronic security capital works program by defining standards and requirements for new work, as well as validating that these have been delivered to on handover to operation.

Who we are looking for

Applicants should have a highly developed understanding of risk identification and management, and well-developed communication skills, both written and oral. The successful applicant will have experience managing projects within the building and construction industry, as well as a strong attention to detail and place a professional emphasis on the importance of accuracy and completeness.

DPS is looking for leaders that positively drive system thinking cultures within their team and apply practical professional experience to develop, mentor and coach high performing teams. Applicants should be highly organised and experienced with agile delivery methods in order to successfully drive initiatives to improve security outcomes for APH and its occupants.

Job Specific Requirements

  • Project management qualifications, such as a Diploma in Project Management, PRINCE2 Practitioner and/or Certified ScrumMaster qualifications in a relevant field.
  • General Construction Induction Card (White Card).
  • Demonstrated project management/coordination experience in building and construction industries.
  • Demonstrated experience with electronic security systems, such as CCTV and EACS technologies Experience with contract performance management.
  • The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

Classification: Parliamentary Executive Level 1 

Branch: Digital Customer Services Branch

Section: ESS Operations

Immediate supervisor: Director, ESS Operations

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 1 classification. The duties will include, but are not limited to, the following:

1. Effectively plan and manage maintenance and enhancement activities for the Australian Parliament House (APH) Electronic Security Systems (ESS) ensuring work is delivered to an appropriate standard and within timeframes and budgets. 
2. Lead the field services team, including assignment of maintenance and enhancement activities to staff and service providers, ensuring staff work to an appropriate work level standard and service providers to contracted service levels, timeframes and prices.
3. Develop and manage a roster for providing support coverage during onsite support hours (varies based on parliamentary sitting/non-sitting periods), and out-of-hours on-call support.
4. Draft, publish and maintain artefacts required to support the effective operation of APH’s ESS, including a preventative maintenance work plan, design and technical documentation, work permits and authorities to work.
5. Provide technical expertise, advice and physical repairs for planned and reactive maintenance and enhancement activities, including acting as first responder to incidents, breakdowns, defects and issues ensuring appropriate assignment and timely rectification.

Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen. 

Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check. 

Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
