Service Victoria is an Administrative Office attached to the Department of Government Services (DGS). DGS was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government.
Service Victoria and DGS are bringing important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.
We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

TechnologyThe Technology Group within Service Victoria sets direction, governs, builds and manages the technology underpinning the digital services we provide to citizens.
The Technology Group is comprised of Technology Architecture, Software Engineering functions, Information Security, Infrastructure and Service Management.
The Key Technology principles within Service Victoria are: customer focussed, product-centric, modern architecture, industrialised delivery, scalable cost and reliable services.
About the roleThe Vendor and Contract Manager will report to the Workplace Technology Manager and will work across Service Victoria's business and technical areas. The role will lead the management and delivery of all contracts, vendors, and asset management lifecycle for Service Victoria.
Key accountabilities- Support and lead negotiation and influencing of suppliers and stakeholders with analysis and data to drive discussions and effective outcomes
- Implement and manage contract, vendor governance framework and review processes
- Monitor, Track and Report on Vendor performance, service levels and metrics to ensure delivery is in line with contractual obligations and performance metrics
- Manage the oversight and tracking of the lifecycle of digital assets
- Implement and manage the IT asset lifecycle policies and procedures
- Perform inventories and usage monitoring of Service Victoria's digital assets
- Regulary monitor and manage Asset / Software Renewals, warranties, maintenance agreements, renewals and vendor contracts to assist with the asset lifecycle
- Manage and coordinate audit and risk related actions and activities in the department, including active risk management, controls and regular testing
- Service Excellence - Creates a climate of service excellence and challenges others to deliver outstanding customer focused outcomes. Makes customers and their needs a primary focus for maintaining customer satisfaction. Encourages new and innovative approaches and solutions that will deliver benefits.
- Stakeholder Engagement - Demonstrated experience and expertise in managingcomplex stakeholder relationships both internal and external. The ability to deeply analyse and understand the differing interests and vantage points of stakeholders when developing initiatives.
- Advanced Interpersonal skills - Proven ability to build mutually beneficial long-term relationships with and between senior colleagues (both within and outside the organisation) and facilitating communication between hierarchical levels. The ability to conduct effective meetings by managing competing expectations and facilitating decision-making to achieve outcomes.
- Resilience - Being comfortable with complexity, ambiguity, change and risk, with advanced strategies for ensuring achievement in light of the changing and complex environment in which Service Victoria operates.
- Communication and presentation skills - the ability to convey complex information simply to a wide range of audiences and to represent Service Victoria in government and non-government forums. Able to communicate in a change environment to maintain clarity, consistency and accuracy of information and messages to build trust, motivation, and engagement.
- Relevant tertiary qualifications in Information Technology, Business Management, or similar.
- Experience in a similar role managing large and complex vendors / suppliers.
- Experience in contract management, grasp of legal terms and contracting industry standards, as well as an understanding of technology implementation contracts, support agreements and software agreements.
- Understanding of budgets and funding requirements.
- Understanding of Government procurement practices.
- Experience with brief / memo writing to Executives and Senior Stakeholders.
