NB This is a WWF International role based in the Netherlands. WWF International is a separate entity than WWF Netherlands, even though they share the same brand, values and mission.
1 MISSION OF THE DEPARTMENT
To provide strategic leadership to drive results and impact, via the development of robust, resilient and highly performing WWF International Country Offices that deliver on WWF’s global priorities in an effective, efficient and accountable manner. Key focus areas are:
- Strengthening the planning capacity of WWF Int Country Offices, to design programmes and projects based on local priorities but aligned with the Regional and Global strategies.
- Strengthening the systems and practise of measurement and reporting, to ensure WWF Int Country Offices follow an integrated approach, based on standardised metrics.
- Enabling programme and data quality assurance, cutting-edge information management, data analyses and reporting, via routine monitoring of Planning, Monitoring, Evaluation and Learning (PMEL) capacity and providing tailored support as needed.
2 MAJOR FUNCTIONS
The Head of Measurement and Impact will significantly contribute to network-wide commitments to strengthen approaches to conservation design, performance and impact monitoring. The Head will work closely with regional and country office colleagues, the Global Conservation division, as well as other network-level units to develop more effective impact monitoring at all levels, including project, landscape and country and regional levels, ensuring that robust data can be consolidated at the country, regional and global level.
The Head of Measurement and Impact will develop external partnerships to ensure WWF has access to relevant data and analytical expertise to systematically track conservation impact using relevant indicators and effectively use evidence for adaptation, innovation and transformational change. They will also represent WWF in internal and external fora and processes concerned with biodiversity and conservation indicators and metrics and conservation standards where appropriate. Some of the key functions of this role are:
- Provide technical leadership to country offices to cultivate evidence-based management culture and practices.
- Lead the development of harmonised PMEL KPIs and standards for designing and monitoring projects, programmes, and office strategies and measuring performance and impact.
- Work with Regional teams and Country Offices to ensure they adopt the common PMEL approaches and systems, tracking performance and impact using high-quality KPIs/indicators.
- Lead the strengthening of the PMEL systems and technologies to enable effective and efficient PMEL practice and impact reporting.
- Facilitate PMEL cross-regional collaboration and learning within International Country Offices, as well as global PMEL communities.
- Lead the development of high-quality impact reporting at WWF Int and Regional level and facilitate the development at the Country Office and Practise level.

Understanding and improving impact reporting
- Work with the Country Offices and Regional teams to define strategic priorities, identify synergies and ensure performance against the strategy is monitored and evaluated for adaptive management.
- Support the measurement, verification, management and reporting of country and regional offices’ 2025 targets, outcomes and impacts using the integrated performance dashboard and other tools.
- Lead the harmonisation of PMEL standards among international Country Offices and Regional teams for designing and implementing projects, programmes, and office strategies and measuring performance and impact
- Develop capacity, promote consistency and provide technical assistance across the regions (i.e., country, landscape, and regional teams) to use data and information to develop evidence-based conservation solutions that measurably advance WWF’s contribution to the achievement of 2025 targets (and Sustainable Development Goal
