Finance and Budget Officer

This position is located in the Office of the Chief of the Financial Resources Management Service (FRMS), Division for Management (DM) of the United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision and overall guidance of the Chief of Section.
**Responsibilities**:
Within assigned authority the incumbent will be responsible for the following specific duties:
- Support the Chief of FRMS in planning and following up on interdivisional missions to field offices, through research and information gathering to facilitate mission planning, participating in planning sessions to assess finance-related processes and internal controls, identifying areas of improvement and suggesting appropriate solutions, participating in training deliveries, if required, troubleshooting specific finance-related cases, and liaising with relevant stakeholders to ensure tracking, reporting, and timely implementation of action items.
- Organize and participate in process reviews and improvements for finance operations such as payments, treasury and grants processes, and draft necessary policy papers as required.
- Keep up to date on documents/ reports/ guidelines/ issues that have a bearing on matters related to budgeting, accounting and cost recovery, as appropriate, ensuring compliance with inter-governmental recommendations and decisions as well as with United Nations policies and procedures.
- Provide advice and guidance, as required, to all stakeholders on financial policies and procedures, with particular emphasis on voluntarily funded budgets and the funding of Field Offices. Ensure compliance with financial regulations and rules and established policies and procedures.
- Responsible for financial analysis, management reporting, budget monitoring, financial projections and preparation of comparative and variance analysis.
- Draft reports for inter-governmental bodies and for management on financial issues, and other correspondence. Participate in the development of, and undertake research and analysis in, financial and accounting policies and procedures, including practices and policies from other entities. Make recommendations for changes and/or modifications and propose solutions to issues.
- Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
- Support the coordination of internal and external audits/verifications, facilitate planning, logistics, and effective communication with auditors, provide guidance to various offices, review audit findings to assist in the formulation of management response and corrective action plans, and monitor/report on progress of implementation.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master's degree or equivalent) in business administration, public administration, finance, accounting or a related field is required.
A first-level university degree in related fields with two additional years of qualifying practicing experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
An accounting qualification by an internationally recognized accounting body such as Association of Chartered Certified Accountants (ACCA), Association of Chartered Accountants (ACA), Certified Public Accountant (CPA), or Chartered Institute of Management Accountants (CIMA) or equivalent is desirable.
Work Experience
A minimum of five years of progressively responsible professional experience in accounting, finance, budget, or related area is required.
