Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

Main Purpose

As a member of the team and reporting directly to the Section Head (Nuclear Fuel Cycle and Materials), the Technical Officer (IAEA LEU Bank Project) ensures effective project management approaches supporting the IAEA LEU Bank operation; provides technical guidance for specific operational project activities; monitors and updates the project plan to guide project activities and to ensure that activities are implemented on time and fit the IAEA LEU Bank priorities; and provides regular and ad hoc reports.

Role

The Technical Officer(IAEA LEU Bank Project) is: (1) a uranium technical specialist advising the project manager and other senior managers on project related issues; (2) a facilitator ensuring that contributing Agency Divisions as well as contractors and counterparts are appropriately involved in planning and progressing the IAEA LEU Bank operation related activities; (3) a project specialist, providing project management monitoring and reporting; and (4) a relationship coordinator ensuring that a cooperative and energetic project environment is maintained.

Functions / Key Results Expected

Advises the Project Manager on technical aspects of the project; plans, prepares and implement technical tasks relating to the project (such as the recertification of the LEU filled cylinders); obtains inputs and negotiates activities and schedules with contributing Divisions, contractors and counterparts; maps activities and monitors progress on deliverables; monitors and updates the project action plan of the recertification of the LEU filled cylinders.
Prepares regular reports for the project governance focusing on the project results, outputs and deliverables.
Reviews and updates the LEU Bank Project governance documents (such as the Risk Register to align with the current operational requirements, the internal Operations Manual and the internal Health, Safety, Environment and Radiation Protection document).
Drafts briefing papers and presentations to different stakeholders as required.
Coordinates with other members of the IAEA LEU Bank Team to ensure that all relevant action plan and documents are up-to-date and accurate.
Drafts terms of reference and progress; prepares periodic milestone/action stage reviews; and ensures that required approvals are obtained.
