This position is located in the Shared Portfolio Service (SPS) Team, Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV) / United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision and overall guidance of the Chief, Information Technology Service (ITS).

**Responsibilities**:
Within delegated authority, the incumbent will be responsible for the following specific duties:

- Provide administrative support and resource management to the Information Technology Service (ITS).
- Lead the ITS Shared Portfolio Services (SPS) Team which is responsible for all aspects of resource administration for ITS and directly responsible for liaison and partnership with the different Services of the Division for Management (DM) on all related aspects. Manage the SPS Team and take the lead in budget formulation and execution, management of cost-recovery accounts, budgets and methodologies, service level agreements or equivalent, personnel administration, supply chain planning and execution, contracts management, internal billing, and travel.
- Act as Certifying Officer and ensure adequate distribution of duties within SPS.
- Manage best information technology service management practices across ITS, with holistic consideration and specific focus on administrative aspects (financial management of services, supply chain considerations as well as adequate people and contract sourcing as it may be required for the adequate operation of ITS’ services).
- Provide substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
- Contribute to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
- Lead the benchmarking, analysing, costing, and reporting on ICT services and make recommendations for their continuous improvement and growth.
- Ensure that the outputs produced by the Team maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the Team under his/her supervision meet required standards before completion to ensure compliance with the relevant mandates.
- Prepare inputs for the work programme of the Team and Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
- Perform other work-related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in computer science, information systems, information management, mathematics, statistics, business administration, finance, accounting, economics, or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
