Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France’s solidarity policy, influence and economic diplomacy.

Under the authority of the Team Leader based in Paris, the mission of the National Expert in Public Health will be to support the Member State he/she is assigned to in implementing the project in order to reach qualitative and quantitative objectives and outputs that have been negotiated between the DG REFORM, the three Member State (Austria, Belgium and Slovenia) and Expertise France and that are mentioned in the contractual document named “detailed project description”.

Working in pairs together with the National Expert on Public Investment/Finances in Health, the National Expert on Public Health, will coordinate and support the implementation of both workstreams (described in the “description of the project” part).

In doing so he/she will support the national teams of the beneficiary Member State, and the Team Leader in implementing the following activities:

- Organise the work together with national teams of the beneficiary MS.
- Prepare and consolidate the work plan related to workstream 1 (WS1) and 2 (WS2) at national level;
- Identify technical needs of the project and beneficiaries and consequently identify qualified short-term experts to address these technical needs, coordinate their mobilisation and monitor their work.
- Manage and monitor the WS1 implementation at national level and more specifically support together with the National Expert on Public Investment/Finances in Health the implementation of the following activities:

- Coordinate national mapping and benchmark of available analytical approaches and tools for making the case of public investment in health
- Support specific need analysis in the MS and the identification of suitable approaches and tools to be piloted in each MS
- Support the adaptation of selected approaches tools and elaborate the workplan for their implementation
- Support eventual possible pilot implementation of the selected approaches and tools per MS and the stabilization of these new approaches and tools for their roll out
- Manage and monitor the WS2 implementation at national level and more specifically support the implementation of the following activities:

- Analytical report on existing EU resources and their use (incl. missed opportunities)
- Design of the national competence network per MS
- Identification and detailed description of the national project(s) to be supported by the national competence networks (as pilot case)
- Support to the national competence networks in mobilising EU resources for the national project(s) per MS and possible evaluation
- Input gathering and design of the concept and operational guidelines for the "EU health resources hub"
- Serve as the “EU health resource hub” for the selected national projects per Member State
- Define a strategy and an action plan for scaling up the “EU health resource hub” to a one-stop-shop at the EU level to be accessible by all Member States in the future

More generally:

- Prepare materials for the steering body of the project
- Participate to the working group gathering stakeholders of the three Member States on the WS1 animated by the Team Leader and the Lead Expert on Public Investment/Finances in Health.
- Contribute to the community of practices
- Identify risks related to the technical execution of the program and implementation of alternative solutions.
- Establish and follow up monitoring indicators for the activities implementation and provide regular reporting to the Lead Expert on Public Investment/Finances in Health.
- Adapt the provisional action plan in accordance to the observed technical and potential financial risks under the supervision and in agreement with the MS teams and the Lead Expert on Public Investment/Finances in Health.

Moreover the National Expert in Public Health should support the visibility of the project and Expertise France by disseminating information about the project.
