Programme Assistant

The position is located in the Office of the Chief, Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Chief of the Branch.
**Responsibilities**:
Within limits of assigned authority the Programme Assistant will be responsible for the following specific duties:
- Support the Chief in the management of human resources across the Branch by maintaining vacancy announcement files, reviewing Terms of References and selections of staff and non-staff personnel in the Branch, monitoring staffing table and preparing relevant statistical data/charts.
- Compile, summarize, and present basic information/data on the OCB programmes and related topics or issues.
- Assist in the drafting of documents, especially budgets and costed work plans; review documents for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distribute project documents to relevant parties for review, support coordination to respond to comments; monitor of status of programme proposals and receipt of relevant documentation for review and approval.
- Assist in the drafting of budget revisions; verify availability of funds; ensure necessary approval and entry in computerized budget system.
- Serve as focal point for administrative coordination of programme implementation activities, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
- Compile, summarize and enter data on OCB Regular Budget delivery; draft related progress and status reports, identifying shortfalls in delivery, budget overruns, etc., draft correspondence on budget-related issues,
- Provide assistance in organizing conferences, meetings and workshops, and prepare and update periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
- Provide general office assistance and serve as a resource person for administrative rules and regulations; respond to complex information requests and inquiries; review, log and route incoming correspondence; set up and maintain files/records; handle routine administrative tasks, such as maintaining attendance records, answering phone calls while staff are absent, etc.
- Provide guidance/training to new/junior staff.
- Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assist with visualizations and updating information material such as web pages or brochures.
- Perform other work-related duties as assigned.

Education
High school diploma or equivalent. A recognized first-level university degree (Bachelor’s degree or equivalent) may be accepted in lieu of two years of required work experience.
Job - Specific Qualification
Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.
Work Experience
A minimum of five years (or 3 years in combination with a first-level university degree (Bachelor’s degree or equivalent)) of experience in programme or project administration, technical cooperation or related area is required.
Work experience in financial analysis and budget monitoring is required.
Languages
