This post is located in the Prevention, Treatment and Rehabilitation Section (PTRS), Drugs, Laboratory and Scientific Services Branch (DLSSB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will report to the Chief of the Section.

**Responsibilities**:
The focus of this position is to plan, organize, coordinate and/or provide substantive backstopping to the implementation, monitoring and evaluation of the UNODC strategies, policies and programme activities with regard to the thematic areas covered by the Section with a particular focus on prevention of drug use and other risky behaviours (as per the UNODC/WHO International Standards on Drug Use Prevention), as well as on ensuring access to controlled drugs for medical purposes. Within delegated authority, the Drug Control and Crime Prevention Officer will be responsible for the following duties:

- Plan, organize, coordinate and carry out the ongoing review, monitoring and analysis at the national, regional and/or global levels of the activities and policies of Member States with regard to the above-mentioned thematic areas.
- Plan, organize, coordinate, implement and evaluate programme activities aimed at the enhancing of the institutional knowledge and understanding of the Governments, civil society and UN agencies of the thematic areas mentioned above and at developing and/or improving national, governmental and inter-governmental policies, strategies, plans and cooperation on this issue.
- Plan, organize, coordinate and deliver a variety of specialized technical services for governments, e.g. expert advisory services, expert group meetings, training seminars, etc., in order to assist them in the implementation of the international conventions and other international legal instruments related to the thematic areas mentioned above.; provide substantive backstopping to regional and inter-regional advisers and mentors.
- Review and appraise best practices and programmes in the thematic areas covered by the Section with a particular focus on prevention of drug use and other risky behaviours, as well as on ensuring access to controlled drugs for medical purposes; promote them among Member States, non-governmental organizations and civil society in general; pilot-test promising practices through the design and implementation of special programmes and projects; summarize and disseminate experience from pilot projects.
- Organize, coordinate the preparation and draft/consolidate the reports to the Commission on Narcotic Drugs (CND), the Commission on Crime Prevention and Criminal Justice (CCPCJ), Economic and Social Council (ECOSOC), General Assembly (GA) and other legislative and technical bodies on the above specified thematic areas; participate and contribute to the substantive servicing of the meetings of those bodies.
- Lead and/or participate in large, complex programming, needs assessment and other technical missions, where necessary, to evaluate and elaborate assistance proposals with cooperating governments, international funding institutions (IFIs), UN agencies and non-governmental and civil society organizations (NGOs/CSOs) in the field of the thematic areas specified above.
- Contribute to fund-raising in relation to the thematic areas covered by the Section with a particular focus on prevention of drug use and other risky behaviours, as well as on ensuring access to controlled drugs for medical purposes projects and programmes by preparing the materials and participating in major donor meetings and fund-raising missions; building support for cost-sharing contributions from the Governments, identifying other local funding sources for UNODC projects and activities, etc.
- Manage, guide develop and train staff under his/her supervision.
- Perform other work-related duties as assigned.

Education
An advanced university degree (Master’s degree or equivalent) in international relations, law, political science, statistics, public administration, public health, medicine, pharmacology, pharmacy, psychology, sociology, education or related field is required. A f
