The Earth Observation (EO) division in Vienna operates within the MSF GIS (Geographic Information Systems) Center, delivering essential support and services to MSF operations through the analysis and visualization of geospatial data. The EO Team is tasked with supplying satellite imagery and conducting detailed analyses, including feature extraction (such as identifying buildings, water bodies, and flood zones) and damage assessments. This team is an integral part of the broader MSF Austria Operational Support Unit.


Key Responsibilities

As the Earth Observation Team Manager (f/m/x), you will lead a team of two EO specialists and manage various external partners. Your role includes:

  • Leading a dynamic and experienced team, prioritizing tasks strategically to align with MSF operational needs while ensuring efficient workflows.
  • Overseeing the quality and completeness of EO requests, coordinating the EO sub-stream Plan of Action, and managing the associated budget.
  • Engaging hands-on in delivering analyses and products for operations, leveraging your technical expertise.
  • Managing contractual GIS partnerships and fostering effective communication with both internal and external stakeholders.
  • Collaborating with the GIS Director to ensure alignment of plans and priorities with user needs.
  • Participating in regular management meetings, providing updates on progress and presenting achievements to relevant working groups.
  • Enhancing MSF Austria's understanding of GIS and remote sensing capabilities.
  • Facilitating knowledge transfer to field GIS colleagues through webinars and meetings.

Candidate Profile
  • A university degree in GIS with a minimum of 5 years of relevant experience, demonstrating substantial knowledge of GIS and remote sensing principles, preferably within an NGO context.
  • Proven project management skills, with the ability to adapt to changing priorities while maintaining a long-term vision.
  • Experience with the ArcGIS suite (Desktop, Enterprise, Portal, and ArcGIS Online) or QGIS, along with imagery software, and basic knowledge of programming languages such as Python or FME.
  • Familiarity with humanitarian geospatial communities and networks is advantageous.
  • A strong motivation to work within multidisciplinary and multicultural teams.
  • A deep commitment to the values and principles of MSF.
