Job Title: Finance and Budget Associate

Job Summary:

The OSCE Programme Office in Dushanbe is seeking a highly skilled Finance and Budget Associate to join its team. The successful candidate will be responsible for ensuring the availability of funds and overseeing expenditures in accordance with the approved budget. This includes collaborating with Senior management, PCU, and FAU to draft new project budgets, preparing progress reports, and monitoring fund availability.

Key Responsibilities:

  • Ensure accurate accounting of expenditures against approved programs by monitoring budget implementation and suggesting revisions and adjustments as needed.
  • Conduct comprehensive expenditures analysis monthly, analyzing budget implementation trends and identifying potential discrepancies.
  • Verify the accuracy and completeness of the general ledger recording of project transactions and enter new suppliers in the SCB module.
  • Generate financial reports related to the implementation of ExB projects and customize reports to meet donor requirements.
  • Conduct financial evaluations of procurement bidders and perform due diligence on implemented partner financial reports.
  • Monitor IP financial performance and draft financial parts of evaluation reports.

Requirements:

  • Completed secondary education.
  • Specialized training in finance, accounting, and office administration.
  • Minimum four years of working experience in finance, budget, administration, or a related field, preferably in an international environment.
  • Established analytical skills and experience working with spreadsheets.
  • Professional fluency in English with excellent communication skills.
  • Computer literate with practical experience using Microsoft applications.
  • Demonstrated gender awareness and sensitivity.

Working Conditions:

The successful candidate will be employed on a fixed-term contract for one year, with the possibility of extension subject to availability of extra-budgetary funds.
