This is a unique opportunity for someone with specialist knowledge and experience in the management of civil airworthiness approvals and the delegation and authorisation of CASA's regulatory powers to external individuals to make certain approvals on behalf of CASA.
These airworthiness approvals include certificates of airworthiness, special flight permits, minimum equipment lists, and certain specialist maintenance approvals.The Airworthiness and Engineering Branch is responsible for policy, legislation, guidance material, internal procedures and processes for all elements of the airworthiness domain, as well as aircraft certification; regulatory services and surveillance of design and production approval holders; monitoring and addressing unsafe conditions of in-service aircraft; and maintaining Australia's airworthiness obligations under the Chicago Convention and other international agreements.The position requires working across a number of different business areas within CASA, management of CASA airworthiness delegate policy and processes, developing training courseware and providing training to airworthiness delegates, and liaising with external airworthiness delegates to provide specialist advice.
The position may require interstate travel.Reporting to the Section Manager Airworthiness Information, the Airworthiness Delegate Management Specialist is responsible for the following deliverables, which represent an ongoing body of work:Management, development, and continuous improvement of CASA policy and procedures relating to airworthiness delegates and authorised persons.Provide specialist advice and support to CASA business areas and external airworthiness delegates and authorised persons, and represent CASA as required in external airworthiness forums.Liaison with other areas of CASA to ensure that CASA's delegates and authorised persons are managed appropriately.Fostering a positive culture of regulatory compliance within the cohort of external airworthiness delegates and authorised persons.Coordinate and deliver airworthiness delegate management training to CASA staff, existing delegates and authorised persons, and those people planning on applying for a delegation or authorisation.Provide airworthiness expert assistance to CASA surveillance and oversight activities, including analysis to support CASA bi-annual surveillance review activities.Operate with a high level of independence, under general direction demonstrating sound airworthiness and regulatory judgement.Provide professional airworthiness support within the Continuing Airworthiness Information section including review of airworthiness information as required.Management of schedules to ensure that all work is carried out in a timely manner and in accordance with applicable procedures and policies.Promotion of workplace safety, equity and diversity, and acting in accordance with the CASA Values and Behaviours.Working supportively and cooperatively with Aboriginal and Torres Strait Islander peoples to achieve shared outcomes in a sensitive, respectful and equitable manner.Our ideal candidate must demonstrate the following:Extensive knowledge and experience of CASA regulations regarding maintenance authorities, certificates of airworthiness, special flight permits, and minimum equipment lists.Knowledge and experience in the delegation of regulatory power to external delegates.Experience in development and delivery of technical training to a diverse range of people.Excellent communication skills (oral and written) with the ability to develop and manage relationships with a wide variety of internal and external stakeholders at various levels.Experience in liaising and communicating with various levels of internal and external key stakeholders including senior executives and representatives from other agencies.Demonstrated ability to work effectively with subject matter experts and present specialist technical advice to people at all levels in a clear and concise manner.Demonstrated ability to produce accurate, well researched and concise briefing papers and reports.The following ideal candidate requirements are desirable:Relevant experience within a National Aviation Authority, preferably in the area of airworthiness regulation and approvals.Experience and knowledge of initial and continuing airworthiness of a wide range of aircraft.Minimum of five years' experience as a holder of a CASA authorisation or delegation relating to airworthiness approvals.Eligibility requirementsEmployment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988.
The following eligibility requirements apply to this position:Must be an Australian citizen.Undergo pre-employment screening including a Police Check.Must be eligible for membership of Engineers Australia in the Professional Engineer occupational category.Hold a tertiary qualification relevant to the airworthiness of aircraft, such as an engineering degree or maintenance licence, and at least 5 years' experience applicable to the role.Affirmative MeasuresThis vacancy is being advertised concurrently under a general and an affirmative measure recruitment process.
