Result of Service
- The Individual Contractor will deliver the specific deliverables mentioned below on an on-going basis throughout the contractual period under the overall supervision of the Chief of CEB/CSS and under the direct supervision of the substantive officer or other assigned staff. Specific tasks will be discussed and agreed at the beginning of each month and guidance provided throughout the contract period. - Publications, reports and other relevant documents currently published across UNODC’s Corruption website and other domains of CEB are fed into TRACK’s bibliographic database, correctly categorized for effective filtering and search results;

- The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The United Nations Convention against Corruption (hereinafter ‘the Convention’) is the most comprehensive international legally binding instrument to prevent and fight corruption. States parties to the Convention are obliged to take legislative and other measures in the areas of prevention, criminalization and law enforcement, international cooperation and asset recovery. As of August 2024, the Convention has been ratified by 191 States parties. To assess States parties’ compliance with the provisions of the Convention, the Implementation Review Mechanism has been established as a mandatory peer-review process. Among other important results of the Mechanism, a great wealth of data, in particular relevant national laws, has been collected. To assist States parties in their efforts to implement the Convention, UNODC has developed the ‘Tools and Resources for Anti-corruption Knowledge’ portal (TRACK), an online anti-corruption resource providing access to legal and non-legal anti-corruption knowledge. Among other information, TRACK contains legislation relevant to the Convention from about 180 States. One of TRACK’s innovative components is the ‘Legal Library’, which allows users to search through national laws by country, corresponding article of the Convention and other criteria. As implementation of the Convention is ongoing in many States, laws are often amended or newly introduced. Subsequently, regular updating and expanding of the information available in TRACK’s Legal Library is essential. In-depth knowledge of anti-corruption legislation and different legal systems is also crucial for the full implementation of CEB’s programme of work. TRACK is also home to a bibliographic database which, in its first stage, features a collection of resources related to corruption and gender. In a next stage, this database is being expanded with publications, reports and other tools and materials capturing a variety of areas of corruption and the breadth of CEB’s work. The expansion of the database is implemented in parallel with the restructuring and modernization of UNODC’s Corruption website, and the database will feed the website with the goal that information on the website is accessible, searchable and up-to-date. Due to the substantial increase in workload of the various streams of CEB’s programme, the Individual Contractor will be providing support to the Chief (CSS/CEB) and the Substantive Officer assigned to TRACK. Under the overall supervision of the Chief of CSS/CEB and the guidance of the substantive officer, the Individual Contractor will perform the following specific tasks: For the TRACK Legal Library: - Review the legislation per country, verifying consistency, comparing data sets with the SHERLOC database to ensure highest quality standards for the integration of Legal Library data into SHERLOC. - Identify legislation overlaps between SHERLOC and TRACK, and make amendments, as necessary. - During the integration process, particularly after the reimport of data by the Information and Technology Services Section, resolve issues and correct errors in the data. - Review the appropriate mapping of SHERLOC crime types, keywords and cross cutting issues to UNCAC articles and identify and correct inconsistencies in the data. - Check and verify data from country review reports recently finalised by States parties through the UNCAC Implementation Review Mechanism and add new information to the Legal Library. - Support the integration of legisla
