Result of Service
- Provision of well-researched, thoroughly prepared and sound input for policy, programming, implementation monitoring and reporting on the activities. Effective and timely coordination of inputs and provision of substantive contribution for the development of relevant working documents; Successful support provided for the preparation, organization and/or implementation of conferences and events. All the outputs should meet the satisfaction of the designated staff of TPB/OOC according to the following criteria: Assessment of performance as at least fully satisfactory by the supervising staff. Effectiveness of planning, organizing and coordination, as well as quality and efficiency of inputs provided. Quality and timely completion of outputs and submissions. The Individual Contractor will perform the assigned functions under the supervision of the substantive officer in the Office of the Chief, TPB, DTA, UNODC. The position will be in-person, and the individual contractor will be requested to work 62 days from 2 January to 30 March 2025. A monthly remuneration will be paid, as determined by HRMS on the basis of the level of the functions to be performed and the level of qualifications and experience held by the Individual Contractor.

- Background of the assignment: In the context of global counter-terrorism, the United Nations Office on Drugs and Crime (UNODC) is mandated to provide assistance to requesting countries in their efforts to address the legal and criminal justice aspects of countering terrorism. The Terrorism Prevention Branch (TPB) of UNODC is one of the United Nations’ key providers of counter-terrorism technical assistance in the legal and related areas. It does this by providing legal assistance to countries to become parties to the universal legal instruments related to terrorism and to incorporate their provisions into national legislation, assisting national criminal justice entities to train their officials on the new laws and their implementation, and assisting national institutions dealing with terrorism on cooperation in criminal matters. To achieve sustained impact, TPB has also been developing legal technical assistance tools, and broadening the scope of assistance in terms of its substantive content and support to the implementation of the UN Global Counter-Terrorism Strategy (the Strategy encourages UNODC to enhance its provision of technical assistance to Member States and it encourages Member States to resort to the technical assistance delivered by the Office). The office of the Chief of the Terrorism Prevention Branch has among its main functions, to coordinate the work of the three Implementation Support Sections and provide strategic and policy advise for the development and implementation of the programme. Duties: Carry out various policy, programmatic and administrative tasks related to programme formulation, planning, organization, implementation, monitoring and evaluation; Assist in the preparation of analytical and policy reports and contribute to the drafting of project proposals; Conduct research on prevention and countering terrorism and violent extremism related specialized thematic areas; Contribute to the effective visibility and promotion of UNODC/TPB’s counter-terrorism work by coordinating and preparing various written outputs, such as background papers, briefing notes, presentations, correspondence, concept notes, updates for the web pages, etc.;
- Qualifications/special skills
- High school diploma is required. A university studies in political science or a related field is desirable. A minimum of six months of relevant working experience required. Some experience with the United Nations or other multilateral entities in areas related to international relations, law, and/or terrorism desirable.
- Languages
- English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required. Knowledge of other United Nations official languages is an advantage.
