Under the direct supervision of the Regional Thematic Specialist (Humanitarian Response and Recovery), the Senior Regional Humanitarian Response and Recovery Associate will support the Regional Office (RO) Humanitarian Response and Recovery Unit. The Unit operates under the thematic guidance of the Department of Humanitarian Response and Recovery (DHRR) at IOM Headquarters (HQ), and provides technical expertise, policy advice, and resource mobilization support to Country Offices (COs) across the Region.
The incumbent will assist in monitoring and analyzing regional humanitarian and protection trends; supporting regional and multi-country project development; facilitating thematic capacity development; and contributing to the review and endorsement of project proposals related to DHRR’s areas of work. The role will also ensure that humanitarian protection, accountability to affected populations, and the integration of cross-cutting issues (such as gender, age, disability, and inclusion) are reflected across regional initiatives and CO programming.
RESPONSIBILITIES
Support the Regional Thematic Specialist (Humanitarian Response and Recovery) in implementing capacity building, training, monitoring, and technical support to COs in the Region on thematic areas of relevance to DHRR, including humanitarian response, recovery, and protection.
- Assist in the review, endorsement, and tracking of project proposals developed by COs in the Region to ensure completeness and adherence to submission requirements.
- Support the review, consolidation, and monitoring of project reports submitted by COs, ensuring completeness and compliance with established reporting formats.
- Identify emerging humanitarian and protection issues relevant to the thematic area; monitor developments at the regional and country levels; and contribute to the drafting of inputs and background materials for thematic reports.
- In close coordination with the supervisor, serve as a resource person for COs in the Region by providing insights into global, regional, and national developments, and facilitating the dissemination of lessons learned, good practices, and guidance materials related to humanitarian response and protection.
- In coordination with the Regional Project Development Officer (RPDO) and Regional Thematic Specialist, support the development of regional or multi-country projects, particularly for smaller COs or contexts without IOM presence.
- Assist in the drafting and development of regional thematic guidance notes, tools, and information sheets in collaboration with other Regional Thematic Units (RTUs) and relevant counterparts.
- Prepare internal reports, presentations, talking points, speeches, statements, and briefings relevant to DHRR activities.
- In coordination with the RPDO and Regional Thematic Specialist, contribute to knowledge management and information-sharing processes between COs and the RO, supporting consistent use of data, evidence, and good practices across the Region.
- In the absence of the Regional Thematic Specialist (Humanitarian Response and Recovery), ensure the continued functioning of the Unit by coordinating and responding to requests from internal and external partners.
- Participate in meetings, workshops, and conferences related to humanitarian response and protection, as required by the Regional Thematic Specialist and/or Deputy Regional Director (Operations).
- Perform any other related duties that may be assigned.
QUALIFICATIONS
Education
- Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or related field with four years of relevant professional experience; or,
- High School diploma with six years of relevant experience.

Experience
- Experience in migration and displacement contexts, including operational and field-level engagement in humanitarian response, recovery, or protection programming;
- Familiarity with humanitarian protection principles, including accountability to affected populations (AAP), prevention of sexual exploitation and abuse (PSEA), and protection mainstreaming; and,
- Experience working in the humanitarian response and recovery field in the Region is an advantage.
