Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.
Main Purpose
The IEC is responsible for the development of Safety Standards, technical guidance and tools to help Member States establish and enhance their capabilities in emergency preparedness and response (EPR) for radiological or nuclear incidents and emergencies. The IEC is also responsible for developing and maintaining a capability to respond within its mandate during a radiological or nuclear incident and emergency affecting its Member States.
Reporting to the Emergency Preparedness Coordinator, the Emergency Preparedness Officer contributes to the development of safety standards, technical guidance and tools to help Member States in developing their EPR arrangements; provides advice, designs and implements capacity building activities and partnerships in support of Member States; and participates in peer review missions aimed at providing appraisal of emergency preparedness arrangements of the host country against IAEA Safety Standards in EPR.
Role
The Emergency Preparedness Officer is (1) a technical specialist developing or providing input into the development of Safety Standards, technical guidance and tools related to EPR; (2) an expert, providing support and advice to capacity building activities to strengthen EPR in Member States and developing partnership with relevant institutions to improve delivery of these activities best on available best practices; (3) a lead trainer, designing and conducting training events and ensuring effectiveness, use of up-date techniques and consistency of training materials.
Functions / Key Results Expected
Develop Safety Standards, technical guidance and tools on EPR to provide adequate reference to Member States for development, and continuous improvement of robust EPR arrangements.
Develop training materials and other pedagogical tools to implement the Safety Standards, technical guidance and tools and provide advice to ensure consistency and state-of-the art techniques in the delivery of training.
Design and deliver training activities to support Member States in developing effective arrangements for preparedness and response to nuclear or radiological incidents and emergencies fully utilizing state-of-the art educational techniques.
Participate in Peer Review Missions on emergency preparedness arrangements, develop guidelines and training materials for external experts participating in these missions and coordinate the delivery of these missions.
Provide technical advice and input, as well as develop Safety Standards and technical guidance documents and tools on EPR to provide reference to Member States to implement and maintain appropriate EPR arrangements.
Provide support to the work with Small, Modular Reactors, and serve as IEC focal point for the development of the IAEA work on SMR’s including the preparation of a training curriculum and associated training materials
Provide support and relevant expertise to the IAEA's IES and participate in response activities, training and exercises within IES.
