Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

Main Purpose

Reporting to the Emergency Preparedness Coordinator, the Emergency Preparedness Officer contributes to the development of safety standards, technical guidance and tools to help Member States in developing their arrangements to prepare for and respond to nuclear and radiological safety and security related incidents and emergencies; provides advice, designs and implements capacity building activities and partnerships in support of Member States; and participates in peer review missions aimed at providing appraisal of emergency preparedness and response (EPR) arrangements of the host country against IAEA Safety Standards in EPR.

Functions / Key Results Expected

Develop Safety Standards, technical guidance and tools on EPR to provide adequate reference to Member States for development, and continuous improvement of robust arrangements for preparedness for and response to nuclear and radiological safety and security related incidents and emergencies.
Provide technical advice and input into safety standards and technical guidance on preparedness for and response to radiological safety and security related incidents and emergencies, and develop related safety standards and technical guidance, as appropriate.
Develop training materials and associated pedagogical tools, and design and implement training activities to assist Member States in implementing the Safety Standards, technical guidance and tools for preparedness for and response to nuclear and radiological safety and security related incidents and emergencies.
Coordinate implementation of peer review and advisory missions related to preparedness and response to nuclear and radiological safety and security related incidents and emergencies, develop guidelines and training materials for external experts participating in these missions and conduct necessary training.
Provide support and relevant expertise to the IAEA's IES and participate in response activities, training and exercises within IES.
