The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of instability, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.
**Tasks and Responsibilities**:
Under the supervision of the Senior Economic Officer, as Programme Officer, Economic Co-operation and Governance, you will support and co-ordinate OSCE activities in relation to the economic governance dimension of security, particularly in the areas of anti-corruption (AC), including anti-money laundering (AML) and combating financing of terrorism (CFT).
**More specifically, you will be tasked with the following**:
Analysing national and international trends, legal frameworks, initiatives, policies and programmes in these areas in order to identify priorities and develop and implement regional activities, programmes and projects in the areas of AC, AML/CFT;
Developing project proposals, monitoring project activities and preparing project reports;
Assisting participating States and OSCE field operations in developing national activities that promote and support capacity building in good governance, transparency, accountability and the rule of law;
Organizing meetings, technical seminars, and conferences in the areas of economic good governance including AC, AML/CFT to support information sharing, good practice dissemination and exchange of lessons learned, handling technical and logístical arrangements, partner co-ordination, drafting of agendas, briefs, speeches and meeting reports, and compiling background information and presentations;
Preparing briefing papers and reports and drafting speeches and statements to be delivered by the senior management, the Secretary General and representatives of the Chairpersonship-in-Office on AC and AML/CFT issues and other relevant areas as required;
Assisting in preparing annual reports, action plans, information sheets and public communications related to AC, and AML/CFT activities;
Assisting in fund raising from delegations, international organizations or other donors, and preparing the necessary internal submissions for funding arrangement and reports on the disbursement of the funds;
Developing and maintaining contacts with the OSCE delegations and the OSCE Partners for Co-operation, with OSCE Institutions and departments and field operations in order to draw upon their expertise, provide advice, identify partners, avoid overlap and ensure co-operation and co-ordination;
Establishing and maintaining working relations with key partners;
Providing inputs to the Economic and Environmental Forum process and to subsequent follow-up activities related to economic good governance, including AC and AML/CFT;
Performing other related duties as assigned.
**Necessary Qualifications**:
First-level university degree in economics and/or business administration, international relations, political science or international law, with a focus on economic issues; a relevant Master's degree would be highly desirable;
A minimum of six years of professional experience, with significant experience at the international level;
Work experience in project development and management;
Understanding of and experience in security-related economic governance issues, in particular anti-money laundering and combating of financing of terrorism issue;
Experience in carrying out analysis and conceptualization;
Established ability to take initiative and work in a team, to establish and maintain external partnerships as well as effective working relationships with people of different national,
