**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The OSCE is committed to gender equality.

The Department of Human Resources, and is responsible for planning, execution and control of human resources management programmes at the OSCE, such as implementation of Staff Regulations, Rules and Instructions, compensation schemes, entitlements and benefits, job classification scheme, performance evaluation system, social security packages and development of staff/management relations. It provides the full range of HR support services
to Organization for Security and Co-operation in Europe management and staff at OSCE, including the development, formulation and/or adaptation of OSCE HR policies, rules and procedures, and management and administration of entitlements, including participation in social security coverage.

**Tasks and Responsibilities**:
Co-ordinating and administering programmes and interventions concerned with planning the human resources needs of the Organization, by collecting input from DHR units and other departments, as well as HR contact points from other executive structures, interpreting and analyzing the collected data and reporting on the findings and recommendations to the supervisor;
Developing communication programmes to promote HRM role, objectives, practices and procedures, by researching best practices and keeping abreast of developments in the field of HR in other international organisations through participation in virtual UN HR Network events and working groups, recommending surveys and needs assessment programmes, in collaboration with the Secretariat departments, HR community within and outside the OSCE and the staff representatives, and presenting recommendations to the supervisor, with the aim of enhancing the transparency and accessibility of HRM procedures;
Co-ordinating the development and implementation of DHR’s Unified Budget and HRM extra-budgetary (ExB) programmes/projects, by collating, interpreting, analyzing and summarizing the input received from DHR units, checking for completeness, consistency and accuracy of information, co-ordinating the development of unit-specific projects, monitoring budget and expenditure and recommending adaptations;
Drafting working documents for the use of DHR, including talking points, summaries, concept notes and presentations, based on independent research and/or data collated from internal or external sources and organized for use by the supervisor; delivers presentations in in-person, online and/or hybrid events and answers to queries from the domain of own and Unit’s work;
Co-ordinating and following up on responses to audit recommendations concerning HRM in the OSCE, by locating and analyzing data relevant for specific audit and distilling and synthesizing information relevant to the audit recommendations and proposed management action plan;
Co-ordinating the preparation of regular DHR reports, by working closely with the different units from which inputs are required, and working with the HR Analytics team to gather supporting data or data visualisations and their interpretations;
Engaging with the Chiefs and (Deputy) Director of DHR to identify bottlenecks in collaboration, inconsistencies in practices, and opportunities for improvements; initiating, co-ordinating and leading working groups and projects to enhance HR practices and service delivery across the OSCE, as well as to improve intra-department collaboration.

**Necessary Qualifications**:
First-level university degree in human resource management, law or social sciences;
A minimum of six years of progressively responsible professional-level experience in human resource management, public or business administration, preferably in an international organization;
Proven experience and skills in drafting reports and other types of written communication;
Proven experience in co-ordinating work between different departments of a large organization;
Established knowledge of contemporary issues in human resource management;
Familiarity with project development and management as well as basic research skills and familiarity with quantitative and qualitative methods;
Professional fluency in English with excellent communication (both oral and written) skills;
