**Background**:
The OSCE has a co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Department of Human Resources (DHR) ensures that the OSCE benefits from a capable and committed workforce that delivers on the security priorities of participating States. DHR provides a range of human hrsources services throughout the OSCE and is responsible for the development and review of human resources policies.
**Tasks and Responsibilities**:
Under the leadership of the Director for Human Resources, the Deputy Director for Human Resources will provide strategic leadership in all areas of Human Resource Management (HRM) in order for DHR to accomplish its mission.
As a leader in human resources, the Deputy Director for Human Resources (DD/DHR) drives a team that delivers strategically aligned, modern HR policies and processes in the following areas: strategic workforce planning, talent acquisition, HR administration, HR analytics, holistic approach to performance and talent development, including leadership and management development. This HR leadership role champions efforts that improve efficiency and effectiveness through business process excellence. This role has a strong focus on relationship management, stakeholder and client satisfaction, strategic partnership, change leadership and diversity and inclusion.
If you succeed in the selection competition, as the DD/DHR, you will be responsible for the following duties:
Advising the Director for Human Resources in the development and accurate implementation of strategic and innovative HRM policies, concepts, approaches and processes, recommending appropriate Key Performance Indicators (KPI) and benchmarks, and regularly assessing their effectiveness. Ensuring that key themes are incorporated in HR policies and processes, such as gender equality and the promotion of an inclusive, enabling workplace culture;
Ensuring cohesive and consistent human resource support and advice across OSCE executive structures by fostering collaboration amongst HR staff across the OSCE, building and maintaining partnerships that support a robust and flexible HR response to organizational needs;
Building and maintaining partnerships with representatives of participating States and the OSCE governing bodies in relation to human resource matters, as well as other key stakeholders, so as to gather support for an effective HR function and related change initiatives;
Preparing policy statements, plans, briefs, reports and analyses for D/DHR and other senior-level internal and external stakeholders on a range of HRM and general management issues, such as conditions of service, diversity and inclusion, gender and geographical representation, change management, organizational design and development;
Representing D/DHR, when needed, at the OSCE’s governing bodies, as well as in internal and external meetings, drafting and presenting DHR’s position on a range of HRM issues;
Overseeing DHR’s contribution to the OSCE Unified Budget process, providing substantive input in the preparation and presentation of budget proposals, especially in relation to the workforce planning for the Secretariat;
Performing other duties as required.

- Second-level university degree in human resource management, business or public administration, or a related field;
- A minimum of ten years of progressively responsible professional experience in human resource management, including at a senior management level, preferably within an international environment;
