**Humanitarian Action and CPiHA Advisor (f/m/d)**

**Purpose of the position**:
The Humanitarian Action and CPiHA Advisor plays a key role in supporting the Member Associations (MAs) to be prepared for emergency response and humanitarian action. He/ she is the central interface for all emergency related issues in the region and takes a leading role in preparing and overseeing Humanitarian Action programs. As the main counterpart of the Regional ER Advisor, National Emergency programmes staff, the Humanitarian Action and CPiHA Advisor builds capacity and provides technical expertise to national teams, on Humanitarian Action and Child Protection programs in a collaboration with the national and regional management teams, and in close coordination with Global Emergency Response (GER) in the International Office. The HA and CPiHA Advisor guides MAs before and during Humanitarian Crises in: emergency preparation, making needs assessments, planning Humanitarian Action activities, preparing emergency appeals, setting up, monitoring and reporting on Humanitarain projects in close cooperation with the Regional ER Advisor.

**Tasks and Responsibilities**:

- Build capacity and working practices in regional and national structures to deliver timely, relevant and quality Humanitarian Action (HA) programmes
- In emergencies as assigned by the Line Management (LM), lead on emergency/ humanitarian preparation, supporting needs assessments, planning humanitarian activities, preparing emergency appeals, setting up and monitoring Humanitarian action projects. Provide direction in medium-high-level or complex / cross-country humanitarian operations, where MA capacity is limited and General Secretariat (GSC) support is needed (case-based)
- Monitor quality and compliance of HA programmes carried out by national SOS organisations either through monitoring visits or through assigning internal/external monitors/evaluators
- Coordinate internal information management on emergency operations in close cooperation with other stakeholders in the region. Feed information and collect lessons learnt and best practices in HA in order to set SOP (standard operational procedures) for each emergency setting
- Liaise with regional Finance team to ensure efficient fund transfer and financial administrative procedures (budget, cash flow plan, and request for transfers, accounting financial reporting).
- Contribute own experience and expertise to the development and implementation of SOS’ international internal standards, guidelines and policies.

- Supporting of the Recruitment phase of HA projects
- Play an technical expert role in regional Institutional Partnership Development (IPD) networks, with a view to taking a lead in discussions when funding opportunities arise (i.e. calls for proposals; grant submissions, etc.). Strengthen internal humanitarian/ emergency communications through interviews and articles posted online (and where relevant, for use externally)
- Take a leading role in the capacity development of CPiHA within MAs, the Regional Office and the Global Emergency Response Team. Provide trainings, coordinated with relevant stakeholder internal and external, support in the development of relevant tools and internal Standards.
- Travel to humanitarian locations, including conflict zones. Willingness to work high additional hours and travel at short notice during an emergency response.
- External representation including representing SOS in Emergency Working groups in-country, liaising with emergency actors including UN and other INGOs, taking part in external media events.
- Responsible within own area of work to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
- Responsible to report any Child Safeguarding suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS report should be made to the CS focal person and/or to respective line manager.
