Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be used while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.
The Regulatory Infrastructure and Transport Safety Section (RIT) is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructures for the control of radiation sources, safe transport of radioactive material and capacity building in radiation transport and waste safety. It also manages information to identify the status, progress and needs of Member States with a view to improving their radiation, transport and waste safety.
The Technical Assistance and Information Management Unit is responsible for maintaining an overview of the overall radiation safety situation in Member States receiving IAEA assistance. This aids the IAEA in general, and the Division in particular, in identifying the needs and priorities of Member States receiving IAEA assistance and in assessing the outcomes of IAEA supporting activities for these countries. The Unit is also responsible for managing the Division's information systems. In addition, the unit is responsible for coordinating with the Technical Cooperation Department for the Division and coordinating the divisional capacity building programme. The Unit is also involved in implementation in some of the aforementioned activities.
Main Purpose
As a team leader reporting to the Section Head, the Unit Head develops the IAEA's programme on technical assistance and information management, manages and/or coordinates human and financial resources and leads the Unit's activities to ensure the efficacy of the IAEA's programme on a global level.
Role
The Unit Head has several roles: (a) a programme manager and coordinator in a specialized, multilateral environment with diverse views on the issues, finding practical solutions and presenting arguments that can achieve results; (b) a senior specialist whose extensive experience in and knowledge of the area form the basis for mutual respect with high-level regulators and operators in Member States; (c) a team leader and a manager ensuring that programmes and tasks are implemented effectively; and (d) an adviser/promoter conveying to multiple audiences the IAEA's vision and mission in this area.
Functions / Key Results Expected
Manage the unit's programme, human resources and budget.
Plan, organize, manage and evaluate the work of the team, continuously reviewing effectiveness, focusing on priorities and driving for excellence.
Coordinate the development and implementation of the division's policy and strategy for the technical support to the Technical Co-operation Programme (TCP) regular budget and extrabudgetary activities. This coordination is based, inter alia, on the Country Profiles made available in the Radiation Safety Information Management System (RASIMS) that will streamline the technical support to TCP under the thematic safety areas. This coordination also includes taking up the role as TC focal point for the Division.
Provide for the maintenance and continuous improvement of the RASIMS platform, support its promotion and use in Member States and within the Secretariat.
Support the Section Head on the radiation safety clearance of the procurement of sources, and the safety review of projects, including the provision of sources.
Contribute to the capacity building in Member States through the development and management of the Division's capacity building strategy and its implementation, including consolidation and harmonization of the NSRW capacity building programmes, standardization and quality assurance of training courses and training material.
Supervise capacities building activities delivered by the unit related to education and training in radiation, transport and waste safety like the Post Graduate Education Course (PGEC), Education and Training Appraisal Missions (EduTA), train the trainers for RPO.
Contribute to the implementation of radiation, transport and waste safety related peer reviews and advisory services like EduTA, RISS, IRRS and ImPACT.

Qualifications, Experience and Language skills
Required:
Master's Degree - Advanced University degree in nuclear or physical sciences, engineering or other related field.
At least 10 years of professional experience in radiation protection and safety, with a minimum of 5 years in regulatory oversight or relevant governmental/international roles.
Proven experience in managing multidisciplinary teams, budgets, and complex national and international projects.
Demonstrated ability to lead capacity building initiatives and training programmes (design, development, and delivery) to a variety of relevant audiences.
Proven ability to work effectively in multicultural environments and engage with diverse stakeholders, including Member States and intergovernmental organizations.
Fluency in English, both oral and written.
Assets:
Knowledge of IAEA peer review and advisory services (e.g. EduTA, IRRS, RISS, ImPACT), and experience with platforms like the Radiation Safety Information Management System (RASIMS).
Experience contributing to or coordinating safety-related policy and strategy at the national or international level.
Knowledge of official IAEA languages (Arabic, Chinese, French, Russian or Spanish) would be an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $ subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 55339*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
