Department of Agriculture, Fisheries & ForestryBiosecurity Operations Division delivers nationally integrated biosecurity and imported food regulatory activities to ensure goods, conveyances and travellers meet Australia's import requirements. Division operations include policy and regulatory control setting across imported food and biosecurity risk pathways, as well as the delivery of assessment, inspection, community engagement and contact centre services. The division also partners with industry to improve the delivery of regulatory functions. The division spans a range of regulatory activities that plays a critical role in reducing risk and shaping our nation to become one of the few countries in the world to remain free from the world’s most severe pests and diseases.Specifically, the Cargo Operations Pathway delivers regulatory assessment and inspections of goods, across the biosecurity continuum (offshore, at the border and onshore) to verify compliance with Australia's biosecurity requirements. Cargo Operations works with policy and risk owners within the department to influence and inform operational policy and deliver regulatory functions in accordance with legislative requirements, national standards and within an integrated, risk-based operating model. Cargo Operations also delivers client contact services for the department. The group has a national footprint with a presence in all capital cities and major regional ports.The Client Contact Group (CCG) is the central contact point for external clients to the department. The team responds to a diverse range of phone and email enquiries and accesses information about a broad range of topics to assist external clients. Furthermore, CCG is responsible for actioning client requests for inspection of goods imported to Australia by booking appointments for biosecurity officers. CCG flexibly respond and deploy officers to cover a diverse range of biosecurity inspection activities across multiple geographical locations. CCG operate as a national team, working across various regional locations, with the opportunity for working from home arrangements to be considered after completion of probation, training and accreditation.The JobThe role of an Assistant Director is to provide leadership to support the achievement of regulatory outcomes in line with the department’s business plan and BOD strategic direction. The successful applicants will need to influence change, while contributing to business planning and decision-making processes. They will also be required to demonstrate innovative leadership while providing support to and leading managers and teams in a national call centre regulatory environment. Responding to issues that arise outside of normal working hours may be required.Duties may include all or some of the following:• leading and taking responsibility for teams delivering regulatory services within geographically dispersed locations• building capability of teams through coaching, performance feedback, conflict resolution and career development• engaging and collaborating with internal and external stakeholders to identify opportunities, achieve outcomes and facilitate cooperation• researching, interpreting and applying complex legislation• undertaking strategic planning to meet business objectives in line with sound decision making• effectively manage competing priorities including delivering on complex project outcomes• managing and developing well-researched policy and complex policy advice• preparing reports, briefing papers, Ministerial correspondence and discussion papers• promoting the APS Values, the APS Employment Principles and compliance with the Code of Conduct.Skills and capabilitiesThe successful applicants will be able to demonstrate the following skills and capabilities:• Excellent stakeholder relationship skills and the ability to work collaboratively with business representatives, departmental senior executive and government agencies to design and deliver contemporary, professional and efficient outcomes.• The ability to professionally communicate to a range of different people in a regulatory environment.• The ability to work collaboratively and effectively as part of a team and with a broad range of stakeholders.• The ability to gather, understand and interpret complex technical information, problem solve complex issues and make a judgement on the next course of action, particularly as it relates to the interpretation of legislation, regulations and guidelines.• The ability to prioritise tasks, adapt to changing priorities and make effective use of individual and team capabilities to ensure delivery standards are met.• The ability to facilitate and support a positive team environment and create a dynamic, flexible and collegiate workplace.PLEASE DO NOT USE THE APPLY BUTTON LISTED IN THIS ADVERTISEMENT AS IT WILL REQUIRE YOU TO LOG IN TO SEEK.Please use instead and select Job Reference 2024/1895 from the list of vacancies.Flexible employment arrangements are available with the Department of Agriculture, Fisheries and Forestry.Report this job advert
