The Heavy Rail Division administers and manages the Heavy Rail contracts and the delivery of rail infrastructure, to provide best value for money outcomes and improved transport experiences for all Victorians. About The Role The role is ongoing full time. The Manager, Rail Performance and Commercial supports the Associate Director by providing contractual, operational, and analytical expertise to ensure effective management of the Franchise Agreement – Train. Acting as the subject matter expert on the Operations Module, the role focuses on key operational performance frameworks such as the Enhanced Operational Performance Regime (EOPR) and Passenger Experience Regime (PXR). It involves delivering authoritative advice and detailed analysis on operational compliance and performance while identifying risks, issues and opportunities for continuous improvement in partnership with stakeholders. In This Role You Will Oversee contract obligations for the Operations Module of the Franchise Agreement – Train Manage the EOPR and PXR performance regimes and processing of incentive/abatement payments Analyse operational performance and provide commentary on trends against contractual KPIs Provide specialist advice and draft formal contractual correspondence through briefings to executives, Ministerial Staff and Ministers on causal factors impacting contract performance and operational performance Manage stakeholder relationships within the Department and with the metro rail franchisee to ensure contract compliance and continued performance improvement Key Selection Criteria Critical Thinking & Problem Solving: Evaluates issues in wider business context, prevents recurrence of problems, and delivers effective, sustainable solutions. Business & Commercial Acumen: Maximises value in business cases and contracts; applies procurement and finance knowledge to guide decisions and manage risks. Influence & Persuasion: Builds support for ideas, secures buy-in, leverages indirect influence, and involves experts to strengthen proposals. Stakeholder Management: Adds value for clients, connects stakeholders, monitors satisfaction, and resolves issues constructively. Outcomes Thinking: Aligns team purpose with organisational strategy, highlighting links between work and community impact. Technical Capabilities Data Analytics – Reporting: Understands data structures and quality, conducts data cleansing and modelling, applies predictive and unstructured analysis, and generates insights through exploratory environments. Qualifications & Experience Mandatory: Tertiary degree in engineering, business, law, commerce, data science; or extensive experience managing complex contracts or other high value / high risk contracts. Experience in complex operational environments (desirable).
