Senior Regulatory Officers - SRES Operations The branch is responsible for the administration of the Renewable Energy Target (RET). The purpose of the RET is to incentivise and encourage the additional generation of electricity from sustainable and renewable sources and reduce electricity sector greenhouse gas emissions. The branch undertakes a wide range of functions to: Facilitate and support the renewable energy certificate market, including the creation of Large-scale Generation Certificates (LGCs) and Small-scale Technology Certificates (STCs) Collaborate with academics, industry, state and territory regulators and peak industry bodies on emerging technology, rulings, policy and projects Educate and promote voluntary compliance regarding statutory reporting, certificate surrender obligations, proposed exemption calculation methodologies and continued participation under the Small-scale Renewable Energy Scheme (SRES) and Large-scale Renewable Energy Target (LRET). About the Section The Small-scale Renewable Energy Scheme (SRES) creates a financial incentive for individuals and small businesses to install eligible small-scale renewable energy systems, such as solar panel systems and solar water heaters. The SRES Operations section assists in the administration of the SRES by: Auditing claims made for small-scale technology certificates (STCs) Managing the Solar Panel Validation (SPV) Initiative Managing risks and relationships associated with the SRES Managing the register of solar water heaters that are eligible for STCs. This includes defining both eligibility and the method to be used to calculate eligible STCs Managing the annual inspection program for small generation units that have had STCs applied Implementing procedural and technical improvements for the SRES. The key duties of the position include: We are seeking candidates for a variety of roles within the SRES Operations section, which may be filled as either ongoing or non-ongoing. Non-ongoing positions will be offered for an initial term of 6 to 12 months, with the possibility of extension. A merit pool will be established to fill immediate and anticipated vacancies and will remain open for up to 18 months. Suitable candidates may be offered similar roles where there is alignment with the required capabilities. Role Responsibilities and Duties Under limited direction, the APS Level 6 Senior Regulatory Officer will: Provide guidance and support on CER programs – including the ability to interpret and apply legislation, policy and procedures to identify complex situations Provide advice and subject matter expertise for CER schemes – including ability to interpret and apply legislation, policy and procedures to complex situations and strategic discussions Deliver quality outputs for a team, this may include but not limited to: working collaboratively with cross functional teams on procurement process, strategic planning, evaluations, contract management, project work and the allocation/development of specialist, professional and/or technical resources, undertake regular quality assurance checks, manage any potential/identified risks and provide feedback to peers. Contribute to the development and delivery of cross agency compliance programs to prevent, detect and address non-compliance across the schemes the CER administers Prepare executive briefing material and analytical reports Evaluate and analyse complex information and data, apply research to solve problems and effectively make informed decisions Supervise and support development of APS staff as required. Qualifications/Experience Essential relevant experience and/or qualifications of the position include: Regulatory operations experience Experience delivering client services within a regulatory context Demonstrated ability to brief on complex information, including accurately summarising data or legislative concepts Demonstrated ability to supervise development of APS staff Demonstrated experience in achieving results when managing project work. Tertiary qualifications in one of the following areas are highly desirable, but not required: Science or Engineering Environmental Science Mathematics or statistics Economics or Law Eligibility The Public Service Act 1999 requires all people joining the Australian Public Service to be Australian citizens. If you are offered a role and do not already hold a security clearance at or above this level, you will need to undertake the security clearance process before you can commence employment.
