Senior Agile Business Analyst

Role This is a Fixed Term Position until 27 March 2025 The Planning Information Services Branch manages the delivery, support and enhancement of all business technology, information services and systems including spatial systems and services. The team maintains and develops information and spatial systems to enable a high level of service to support the work of the Planning Group and the wider planning industry including local government. The Senior Agile Business Analyst role elicits requirements, defines improvement to business processes and helps quality assurance test solutions and products, designs user interfaces. Position Outcomes Define, document and maintain as-is and to-be technical processes, functional specifications and system designs for web-based information systems. Act as a liaison between the Product Owners and Scrum teams to ensure business and technical requirements are prepared, understood and documented prior to backlog refinement. Facilitate workshops and gather requirements from users and stakeholders. Contribute to the preparation, prioritisation and refinement of backlog items and acceptance criteria to an agreed definition of ready, including technical specification diagrams and complete description of functionality where required. Actively participate in and facilitate (where applicable) all Scrum ceremonies, including kick-offs, release planning, backlog refinement, sprint planning and retrospectives. Identify opportunities for improvement by conducting system and process analysis activities. Contribute to the scrum team's velocity by progressing Jira tickets through validation or configuration of forms, workflows, decision tables and templates. Work flexibly and collaboratively across the business to deliver business unit, group and department priorities and initiatives as required. To be successful in this role you will be an experienced Senior Business Analyst with over 5 years of expertise in business process re‑engineering, data modelling, and IT systems implementation. You will have a proven track record in mapping data between systems, transforming data formats, and ideally handling data migration. Your experience includes working with stakeholders to streamline business processes, functioning within agile and cross‑functional teams, and utilising BPMN or equivalent. You will be proficient with code repositories, integrated development environments like Visual Studio Code, and handling various data formats including JSON and HTML. In addition, you will excel in planning and organising, project management, stakeholder management, and systems thinking, with a talent for setting clear objectives, anticipating and overcoming barriers, and fostering innovative solutions to stakeholder issues. On a personal level you will be flexible and adaptable, comfortably accepting changed priorities and responding quickly to changes. You will thrive in collaborative environments, building supportive and cooperative teams, and engaging with teams outside your organisation to share information and address issues effectively. You will also support others in challenging situations, fostering a positive and collaborative work atmosphere.
