This position is only available to Aboriginal applicants. Primary objective Deliver leadership and management to the unit to enable the effective, high quality, culturally informed delivery of the Elders Visiting Program (EVP). Undertake the development of cultural strategies and initiatives across the NT, consistent with the Government and Departments commitments, objectives and operational practice, for improving outcomes for Aboriginal people. Key duties and responsibilities Provide leadership to support the Director Aboriginal Engagement and Strategy in the development and implementation of cultural strategies to reduce reoffending rates within the community. Provide strategic advice to management, and authoritative input into the development and review of EVP to ensure quality outcomes and achievements as per the program's objectives. Manage the effective coordination, reporting and monitoring of governance processes and projects driven by the EVP and remote community engagement. Establish and maintain effective partnerships with key stakeholders, service providers, government and non-government agencies to increase program partnerships with Aboriginal Community Controlled Organisations. Develop and implement performance frameworks, workforce and capability planning and strategies to evaluate performance outputs and compliance, quality programs and capability performance. Coordinate quality written and oral reports, briefings and presentations to committees or stakeholders as per service agreements, policy, or project governance arrangements. Engaging with Elders must always be based on respect as Elders are the custodians of information and knowledge. This position must be aware of cultural protocol values and ways of doing business relevant to the Elders, community and country. Selection criteria Essential High level leadership skills with extensive experience in staff management and proven ability to provide leadership in changing organisational and frontline service delivery environment. Extensive knowledge and demonstrated experience of traditional and culturally appropriate needs for Aboriginal people within the criminal justice system. Demonstrated knowledge of contemporary human resource management and organisation development practices, including strategic business planning, change management and policy design. Highly developed project and / or program management skills with the ability to plan long term work, identify key stakeholders, project and program risks, appropriate mitigations and develop and monitor key milestones and performance indicators. Highly developed written and communication skills and an ability to coordinate work across other government agencies and stakeholder groups. Knowledge of resource and budget management, including developing and managing budgets, implementing resource control measures and negotiating with senior staff to secure necessary resources. Experience in high level negotiations on behalf of government with Traditional Owners, Land Councils and Aboriginal Community Controlled Organisations. Desirable Knowledge of the NT criminal justice system or the ability to acquire quickly. Further information The Department of Corrections has a Smoke Free Policy.
