About the team Procurement and Contract Management (PCM) forms part of the Strategy, Performance, Procurement and Assurance branch within the Chief Finance Officer Division (CFOD). Business lines are responsible for procurement and contract management activity within the department, with the PCM team providing support to ensure the department undertake compliant, effective procurement. PCM area has three distinct teams who work together to provide this support: Procurement and Contract Management Support Services provide front line assistance to DISR staff to conduct procurement and contract management activities. Data & Systems enable the effective use of data and systems, processing and reporting, to ensure efficient and effective procurement activities and decision making. Strategy, Governance and Policy develop and maintain the policies and processes for DISR to achieve industry best practice procurement and contract management practices. The opportunity Our team undertake the manual processing for procurement and grants and upload the relevant details to AusTender and Grant Connect. We also prepare and distribute all the reporting on behalf of the CFO Division (senate estimates, Questions on Notice, Annual and Quarterly reporting) in relation to procurement and contracts. Our focus being on accurate and timely reporting, knowledge and guidance material to assist business areas in relation to their mandatory reporting requirements, and processing information in TechOne ensuring compliance. The APS5 Procurement Officer provides technical expertise and professional advice to support procurement activities. The role operates under limited direction, exercising sound judgement to ensure compliance with relevant legislation, policies and frameworks. It contributes to business unit outcomes through effective planning, stakeholder engagement, and continuous improvement initiatives. The ideal candidate is someone who is a team player with great communication skills. They are confident and strive for accuracy with data entry, enjoy working in systems and maintaining data and records. Key Skills / Personal Attributes: Strong attention to detail and ability to follow established processes. Strong understanding of procurement legislation, policies and frameworks. Ability to exercise professional judgement and manage competing priorities. Effective communication and stakeholder engagement. Ability to manage competing priorities and meet deadlines with limited supervision. Willingness to learn and apply procurement policies and procedures. Analytical and problem-solving capabilities to identify and mitigate risks. Collaborative approach and ability to build positive working relationships. Experience required: Demonstrated experience in managing procurement activities within a government or similar environment. Knowledge and understanding of PGPA Act, CPR's and financial frameworks. Experience and knowledge in departmental reporting. Qualifications: No formal qualifications are required, however qualifications in a related field would be beneficial. The key duties of the position include: As the Data and Systems Processing and Reporting Officer, you will: Manage end to end procurement processes in accordance with PGPA Act and Commonwealth procurement rules (CPR’s). Provide professional advice on procurement strategies, risk management and compliance requirements. Prepare and review procurements documentation and records in relation to processing and reporting activities. Liaise with internal and external stakeholders to ensure timely and effective reporting. Contribute to continuous improvement initiatives and support less experienced staff. Complete data entry in procurement systems (e.g., TechOne) and reporting platforms (AusTender, GrantConnect). Support the team with routine reporting requirements, including contract variations and tender documentation uploads. Action procurement queries and escalation complex issues to senior staff. Provide administrative support for procurement and reporting functions. Contribute to continuous improvement by identifying opportunities to streamline processes. Promote and demonstrate behaviours consistent with APS Values and the accountability framework. Eligibility To be eligible for employment in the APS and the department, candidates must be Australian Citizens. Positions require a Baseline security clearance, and successful candidates will be required to obtain and maintain a clearance at this level. Notes Flexible Working arrangements The department does currently offer flexible work opportunities for many roles. The team is currently located in Brisbane, Canberra, Adelaide, or Melbourne, although flexible or remote work arrangements may be considered.
