You will work alongside a group of passionate professionals who are dedicated to delivering innovative solutions that exceed customer expectations.Your team is part of the Technology division, a team that are truly collaborative and passionate, and work closely together to deliver outcomes that positively transform the way our customers use our services. **About the Opportunity**The Manager State Portfolio Delivery is responsible for delivering VicRoads’ most critical State-initiated projects, including road safety reform, regulatory and legislative initiatives, and multi-agency programmes with partners such as Victoria Police and Court Services Victoria. The role ensures timely, high-quality State responses under strict SLAs and governance, covering information requests, solution estimates, and documentation prior to mobilisation. Central to VicRoads’ Partnership Objectives, it aligns delivery with Government reform priorities, upholds regulatory frameworks, and supports public safety outcomes.* **Strategic Delivery Leadership:** lead end-to-end execution of programmes and projects, taking full accountability for delivery performance by ensuring outcomes are timely, on budget, aligned to business strategy, and resolving complex challenges to maintain momentum.* **Portfolio Planning and Partner Enablement:** lead and coordinate State response activities, shape the delivery roadmap with executive sponsors, manage interdependencies and risks, and ensure strategic priorities are tightly linked to delivery capacity and execution readiness.* **Executive Engagement and Influence:** build trusted relationships with senior leaders, represent the portfolio in governance and strategic forums with authoritative insight, and champion delivery as a key enabler of business outcome.* **People Leadership and Team Culture**: lead a multidisciplinary team, fostering a culture of excellence, accountability, and trust through clear direction, coaching, and continuous improvement, while prioritising engagement, wellbeing, and professional growth.* **Delivery Methodology and Uplift:** embed fit-for-purpose delivery practices, drive continuous uplift in capability and maturity, and collaborate with the ePMO and Head of Agile Transformation to ensure best practices are applied consistently.* **Governance, Reporting and Assurance:** ensure robust governance with clear accountabilities and escalation pathways, lead insight-rich, data-driven portfolio reporting, and maintain oversight of risk, change, and benefits realisation.* **Financial and Commercial Accountability:** manage portfolio budgets with rigour and transparency, partner with Finance and Procurement to ensure cost-effective delivery and maximise value, and support the development of business cases and investment proposals.* **Relationship Management:** foster strong relationships with Government stakeholders and third-party agencies, align delivery with shared objectives, represent VicRoads in inter-agency forums, and ensure engagements are commercially sound and operationally robust.**About you** You are an accomplished project leader with a proven ability to deliver complex, high-value initiatives. With over eight years of experience managing projects valued between $10m–$50m, you bring deep expertise in shaping high-performing teams and driving successful outcomes in dynamic environments.You thrive in stakeholder-rich settings, confidently engaging at executive levels and building trusted relationships across government or public sector organisations. Your strong financial acumen and ability to manage portfolio budgets ensure projects remain on track and aligned with strategic priorities.You combine strategic thinking with practical delivery, translating organisational objectives into actionable plans for your teams. Skilled in Agile, Waterfall, and hybrid methodologies, you leverage tools such as Jira, Confluence, and MS Office to maintain transparency and accountability throughout the project lifecycle.Your leadership style fosters collaboration across multidisciplinary teams and third-party partners, balancing competing priorities while maintaining quality and stakeholder satisfaction.
