Since 1987, ACES has been providing programs and services to Aboriginal Elders. ACES was incorporated under the Associations Incorporation Act (1981) and have a Board of Management made up of elected community members. In the Australian context, ACES is unique in being both Aboriginal community-controlled organisation and specialising in provision of both planned activity group and residential aged care services. At ACES culture is recognised as central to individual and community health. Further the integration of a range of programs on the site ensures continuity in the assessment and delivery of appropriate care to Aboriginal elders in a culturally appropriate environment as they age. ENVIRONMENT Amidst the hustle and bustle of East Brunswick, the Caring Place nestles in the serenity of lush, well maintained, bush‑like gardens and the Merri Creek. The setting provides Residents with a friendly, relaxed culturally relevant home‑like environment which is important to their health and well‑being. ROLE PURPOSE Reporting directly to the Chief Executive Officer and as a member of the senior management team The Human Resources Manager (HRM) provides strategic leadership and advice on the delivery and development of best practice human resources systems that support the positioning of the Aboriginal Community Elders Services as a provider of a range of aged care services which specifically cater to Aboriginal clients. The Human Resources function is responsible for, but not limited to remuneration, benefits, recruitment, selection, induction, appraisal, performance management, industrial relations, employee relations and employee engagement. The position oversees the development of staff satisfaction, safety, welfare, wellness and health. KEY RESPONSIBILITIES To position Human Resources as a support to Aboriginal Community Elders Services growth strategy and maintain ACES as an employer of choice in the aged care sector. Review ACES workforce planning strategies, ensuring ACES future workforce profile and capability is consistent with the strategic direction. Manage the establishment and management of terms and conditions of employment of ACES staff, including the development, negotiation, implementation and compliance of ACES Enterprise Agreement(s) and other industrial instruments. Provides high quality responsive human resources advisory service, including Staff Management, Recruitment and Employment, Learning and Development, Organisational Development and Occupational Health and Safety. Develop and maintain human resources management systems to ensure ACES has effective recruitment, selection, retention and termination, health and safety, performance management/review, and learning and development. Provide expert Human Resources, Employee Relations, Organisational Development/Change, and Occupational Health and Safety advice and support to ACES Managers and Staff. Provide regular information to the executive and management team to support timely and strategic decision making. Ensure ACES has effective compliance procedures in place to support statutory and credentialing requirements as it pertain to HR related matters. Sustain ACES growth by positioning ACES as employer of choice through the development of current workforce management strategies that ensure high levels of staff retention and staff satisfaction. About you We are seeking a motivated and committed individual with the following qualifications and experience: Degree or post‑graduate qualifications in a Human Resources related discipline; a minimum of 7 years’ experience in HR Management. Demonstrated experience working within quality frameworks and systems. Demonstrated knowledge of current industrial relations issues and a working knowledge of legislation applicable to the workplace. Excellent oral and written communication skills at a number of levels: government; external agencies; management and staff plus a demonstrated high level of analytical and conceptual skills. Proven experience in effective dispute resolution and conflict management. Demonstrated understanding of issues pertaining to human resource management in a cross‑cultural environment. Proven ability to manage time and competing priorities effectively. Awareness, respect and understanding of for Aboriginal culture including support for Aboriginal self‑determination.
