The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.

The IAEA's Enterprise Resource Planning (ERP) system, known as the Agency-wide Information System for Programme Support (AIPS), was implemented in a multi-phased phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully-integrated solution that standardizes and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and sup

port for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO.

Main Purpose:


The Consultant – ERP Oracle Technical (HR and Payroll) will provide technical expertise on the AIPS HR and Payroll projects (Dependency Allowance and Benefits/Contracts) and post-production stabilization.

Functions Key Results Expected:
Development of RICE (reports/Interfaces/Customizations/Extensions) using various Oracle technologies (like plsql etc.), applicable middleware solutions and/or the Oracle ERP solutionDevelop the end-to end Dependency Allowance and Benefits streamlined processes including payroll changes where required under the supervision of HR AIPS Management Section (AMS) TeamParticipate in the projects of Contract Extension, Contract Issuance and Contract Management Dashboard under the supervision of HR AMS and AMS Technical TeamPlan and execute the test activities for these RICE components, in cooperation with key users, ensuring debugging and adequacy of the technical infrastructure, as well as data accuracyLead the deployment of these RICE components to the production environmentProvide problem/performance analysis and resolution of any technical issue that might ariseDocument the RICE components developed and hand over to the maintenance and provide technical assistance to departments in line with QA requirementsDevelop Oracle data migrations/conversions (both Master data and Transactional data) by providing legacy data mapping with the ERP data requirements, and provide support in any other related technology area as decided by reporting managerLiaison with business team in testing the technical components to ensure the objects developed are meeting the business needs and facilitate the business sign off after successful testingParticipate in various testing cycles like CRP/SIT/UAT to assist in identifying the bugsQualifications and Experience:
A minimum of two years of relevant working experience with Oracle Human Resources (HCM) and Oracle Payroll.Good understanding of requirements in the international public sector.Two years of experience as Oracle PLSQL developer.Development experience in Building: Reports, Workflows, Conversions, Extensions.Working experience in Oracle R12 implementation projects.Experience in AOL, XML Publisher.Oracle Data Integrator (ODI) technology experience is an added advantage.Source:
